    Engagement was co-sponsored by the Canadian Government and the Province of New Brunswick. The work scope included cost and transit time comparisons for rail service to key US markets; Midwest, NE Region, E. Coast ports and Toronto.Data was collected on FDI investment target industry segments from proprietary, commercial databases and a survey of Mr. Behr’s design to collect more detailed data. Insights gained through numerous professional relationships established in the study examined the feasibility of various service levels from weekly to multiple daily frequencies. Rolling stock requirements were calculated, given products and commodities identified, in addition to potential container traffic that might be developed, through the anticipated increase in port and regional activities. The identified rail service matrix possibilities were updated in the context of:• rail marketing and service initiatives by the current carriers in the region• completed rail infrastructure projects in Vermont • realignment of rail services, given the acquisition of the former Delaware & Hudson network in New York by the Norfolk Southern Railroad in 2015The study examined the variety of potential changes in the North American rail transportation network considering merger discussions involving CP Rail and Norfolk Southern Corporation. SWOT analyses were applied to potential combinations.The study evaluated potential commodity and market trends for North American traffic flows. The evaluation provided information that would be drivers for potential local investment to respond to these emerging markets. Among these will be assessment of the natural gas and crude market, its derivative and distillate products and their effects of production, transport, storage, staging and shipping.The study identified commodities that could potentially have represented unique opportunities to shift traffic from Gulf of Mexico and for trans-loading for overseas transport.

    Mr. Behr was instrumental in establishing the new terminal carrier, working closely with John Gohmann, current president of the railroad. He developed one of the first PC-based revenue accounting computer applications, that later developed into a number of modules, such as tracking cars on line, demurrage, per diem car hire, switch lists, tracking traffic in specific commodities and electronic data interchange (EDI). After perfecting the application, he successfully custom tailored the same system for installation on a number of other shortline railroads around the US. Dan also performed a number of other roles on the railroad, including industrial development, marketing and some operations.
