• Provided management, direction, and supervision over all phases of program planning, integration, and related budget activities including broad authority over technical decision making processes on 4 Programs of Records, 3 Combat Mission Needs Statements (CMNS) / Urgency Deployment Acquisitions (UDA), 1 Joint Capability Technology Demonstration (JCTD), 2 ACTD transition efforts, 4 S&T projects, and classified efforts.• Defined and promoted UAS strategies, resources, and plans for FY08-13 budget for Combatant Command synchronizing GWOT. Lead integrated teams to deliver cost-effective, quality, high demand ISR capabilities and cutting-edge unmanned systems technology.• Prepared, implemented, and defended UAS Program Objective Memorandum (POM) 08 build - 500% increase in funding for RDT&E, procurement, and sustainment for over 1,000 unmanned aircraft including accelerating acquisition of 28 Predator MQ-1s to stand-up a dedicated SOF UAS squadron.

• Managed cost, schedule, and performance for FY07 $50M funding for Small UAS, Vehicle Craft launched UAS (VCUAS), and Mid Endurance UAS UDA with immediate impact to find, fix, and finish terrorist threats. Executed SUAS buy of 203 systems - saved Command over $11M and accelerated fielding by one year. Coordinated, submitted, and successfully defended VCUAS POM08 and PR09 builds for $55M in FY08-13. Managed Mid-Endurance UAS CMNS providing over 7,000 ISR combat hours. • Initiate and led concepts, technology exploration, and program development that meet the needs of the Warfighter. Spearheaded $129M Global Observer JCTD as transformational concept for persistent C4ISR using alternative fuel UAS for 7 day endurance at 55K ft altitude with technical direction for sole source contract and teaming development leading to US Coast Guard, DHS, AF GCIC, Army, DTRA, and Congressional endorsement, funding, and collaboration - secured COCOM support for $75M GWOT request after face-to-face briefing to GEN Cartwright, CDR STRATCOM.• Serve as Acting PM UAS (25%) with delegated decision authority to develop and implement cost, schedule, and performance management processes across all 15 UAS initiatives.

• Executed technology development, program acquisition, teaming arrangements, and budgeting actions that require resource allocation analysis and recommendations to GO/FO level. Lead systems engineering for over 2,000 unmanned air vehicles in 7 classes from 1' to 175' wingspans and guide strategic initiatives to develop and evaluate game-changing technologies.• Transition Manager (XM) for 3 ACTDs with over $100M in FY05-08 funding - XM for Pathfinder ACTD leading to the rapid prototyping and fielding for over 2,000 UAVs for USSOCOM and US Army for OEF/OIF - speed and success of acquisition led US Army/US Marines/USSOCOM to establish programs of records and accelerated fielding.• Championed open standards-based technology development/acquisition for C4ISR interoperability across unmanned systems as SAE AS-4/Joint Architecture for Unmanned Systems (JAUS) Secretary; served as JAUS liaison on ASTM F41 Executive Committee term with team effort to publish 4 UUV standards.

• Directed cross-functional technical team for Mobile Detection Assessment Response System (MDARS) – joint $100M+ Army, Navy, and Air Force program for autonomous, security robots.• Managed goals, schedule, and tasking for team of 10 engineers and $1.8M annual budget from Program Definition and Risk Reduction (PDRR) phase to System Development and Demonstration (SDD). Led life-cycle development including successfully completing MDARS Operational Testing.• Presented branch projects and technical approach to VIP groups, sponsors, and senior management. Directed team effort to support unmanned systems demonstrations to over 50 VIP and Flag level groups.• Developed project management standards for Center and sponsor’s organization.

• Led development team for Multiple Resource Host Architecture (MRHA) – distributed C2 system to supervise several unmanned systems from a single console. Championed Software Process Improvement efforts for Capability Maturity Model (CMM) Level 3.

• Led systems integration teams for 3D virtual reality flight simulators for mission planning and rehearsal. Managed cost, schedule, and performance for displays, graphical user interfaces, communications, databases, and external interfaces. Provided on-site user training to pilots and analysts at Aviano AFB, Italy, during Operation Deny Flight.
