Daniel Conner is the Chief of Staff of the Department of Energy and Environment and is responsible for agency oversight and management of over 430 employees. Daniel has a breadth of experience at local, national, and international levels; he has two decades of legislative and executive experience, along with campaign management for national and local elections. He has been a key player for DC’s involvement in C40, manages international relations for the agency, organized an international delegation to Brussels and Copenhagen, the creation and implementation of the DC Green Bank, and managing external stakeholders and intergovernmental affairs for various environmental issues for the District. Daniel has the ability to connect people together to reach a common goal and produce results.

Provide agency oversight, serve as a senior advisor to the Director, and manage special projects • Manage external relations and serve as a liaison between the department, Executive Office of the Mayor, Deputy Mayor for Planning and Economic Development, other district agencies, Environmental Protection Agency, National Parks Service, Building Industry Association, and other stakeholders on projects such as DC United Soccer Stadium, The Wharf, United Nations BreatheLife Campaign, Fletcher's Cove Sediment and Soil Sampling, DC Denmark/Copenhagen Exchange, Clean Energy DC.• Resolve complicated remediation and permit challenges for the agency on projects such as the Wharf, DC United Stadium, Walter Reed, St. Elizabeth's.• Represent the agency and Director at public meetings and events. • Prepare and/or contribute to the preparation of reports, briefings, documents, testimony and other written materials.• Responsible for DC Green Bank Board of Directors development.• Work closely with Deputy Directors to find responsible solutions for outside stakeholders in a timely manner.

• Demonstrated proficient social, communication and networking skills by representing, organizing, facilitate, and/or advancing the Councilmember at events and meetings, while collaborating with other District agencies, organizations and community members.• Provided direct policy advice on Land Disposition Agreements and Land Surplus Declarations, NOMA Residential Tax Abatement, ally and street closings, Anacostia River Clean-up and Protection Act, Healthy Schools Act, DC Cornerstore Initiative, DC Artistic Bike Rack Initiative, transportation and smart growth projects, public infrastructure, renewable energy, urban agriculture, temporary urbanism, juvenile delinquency, positive youth development and homelessness initiatives.• Built and managed relationships with developers and key stakeholders by overseeing numerous development projects in Ward 6, worth more than $1 billion, provided mediation between the community and developers, and developers and the DC Government.• Plan, coordinate, fundraise, and advertise for several DC citywide events, including the Kingman Island Bluegrass and Folk Festival, Livable Walkable Awards, Car Free Day, and Ward 6 Family Day.• Wrote over $150,000,000 of three different Committee Budget Reports (Human Services, Public Works and Transportation, Libraries Parks Recreation and Planning), which led to a passing city budget.• Raised over $70,000 in contributions, not exceeding $500 each, for the Ward 6 Constituent Services Fund.

• Built coalitions by identifying, building relationships, and organizing special interests groups, unions and funders, which lead to endorsements from Fraternal Order of Police, DC Firefighters Union, DC Chapter of the National Organization for Women, Huffington Post, Greater Greater Washington, NORML, DC EMT SEIU, and the Georgetown Voice.• Actively fundraised over $700,000 from over 2,000 individual donors with no corporate contributions through personal and professional relationships, various outreach initiatives, and effective contributor cultivation events.• Recruited and hired the Campaign Manager, Finance Director, Volunteer Coordinator, Field Director Communications Director, and numerous fellows and interns, while managing over 20 campaign staff. • Built relationships and worked closely with local media and the public to stay current on campaign events and opportunities to promote the candidate while representing him at many events.

• Implement campaign strategy in conjunction with other consultants and campaign officials that lead to capturing 85% of votes in the general election and 75% in the primary.• Oversee campaign staff and volunteers.• Responsible for general administrative responsibilities for the campaign including, but not limited to, organizing voter contact, voter identification activities and “get-out-the-vote” activities, advertisements and all events.

• Organized and coordinated weekly phone banks in DC to recruit volunteers for Virginia canvassing.• Recruited by Majority Whip, James Clyburn’s Deputy Chief of Staff, for GOTV activities in Charlotte, NC and quickly became a Deputy Field Organizer at the Wadsworth site.

•Closed out a $1.8 million federal grant by completing federal reporting requirements and identifying budget discrepancies.•Wrote and obtained grants worth $50,000 for federal grant match requirement.•Created Project’s monthly HIV/AIDS newsletter and Served on the Quality Assurance and Resource sub-committees of the Case Management Operating Committee, advocating for systemic reform.•Wrote, edited and published the Family Ties monthly HIV/AIDS newsletter which was distributed to a network of over 50 providers and 300 listserve members.•Coordinated evaluation of program including collection and maintenance of project data for federal and foundation grant reporting. •Provided clinical consultation to HIV/AIDS infected/affected families enrolling in the Project.
