Served as the Seabee Total Force Enlisted Program Manager. These duties included managing the accession, retention, training and career progression of over 12,000 active and reserve personnel, while increasing operational capability and organizational heath during a 30% drawdown in workforce and fiscalresources. I was directly responsible for the strategic placement of 700 personnel assigned to perform facilities maintenance at over 100 bases and embassies around the world.Specific accomplishments include:--Member of the Executive Steering Group responsible for the review of over 300 technical engineering and construction trades courses delivered to Civil Engineer Corps Officers and Enlisted Navy Seabees. These reviews looked at the existing training to make sure it was relevant and that new course would be created to meet changing operational requirements.-- Developed a proposal to balance career progression opportunities while increasing assignment diversity; briefed, obtained approval and implemented the proposal by Navy Senior Leadership which increased advancement opportunity and provided greater flexibility in ensuring the right people with the rightskills are in the right job-- Led a diverse team across the State Department, Department of Defense and Department of the Navy to replace an antiquated personnel placement system to meet new fiscal transparency requirements and maintained flexibility to match skill sets with local embassy needs.--Led a 14-person team consisting of human resource, financial and manpower specialists to develop and implement an organizational restructure of 4,000 personnel aligning the structure with customer demand and resources. The team exhaustively trouble shot and mitigated all possible negative outcomesputting together a seamless plan that safely realigned the organization to include a strategic communications plan to all levels of leadership across five major commands.
