The Program Training and Quality Control Coordinator is responsible for the assessment, development, delivery, evaluation and continual improvement of program training and quality control activities. The position plays a key role in ensuring that MaineHousing's partners and staff are well served with regard to program training and quality control, and in identifying and optimizing training and quality control pathways that foster excellent partner relations.The position also provides leadership in the design and implementation of all phases of program training. The Coordinator analyzes needs, plans, develops, monitors and adjusts learning program training and quality control activities. The Coordinator also designs and implements programs which will engage learners in a variety of ways over time through formal and informal channels.

This position is responsible for the day-to-day management of the Department of Energy and Housing Services for the Maine State Housing Authority (MaineHousing) and its programs which assist persons with their energy needs and those that live in substandard housing. Federal programs include: The Department of Health and Human Services Low-Income Home Energy Assistance Program (LIHEAP), the Department of Energy Weatherization Assistance Program (WAP) and the Department of Housing and Urban Development Lead Hazard Control Program. State funded programs assist with home repair/replacement, arsenic, drought relief, and accessibility modifications. This position works closely with MaineHousing's Senior Director of Programs to manage administrative affairs, technical activities and infrastructure of the Department in accordance with the rules and policies established by MaineHousing's Board of Commissioners.

The position was responsible for the administration of housing and weatherization (Department of Energy) programs and monitoring subgrantee performance regarding rules and regulations (State and Federal) for programs under the Department's purview. Programs included DOE Weatherization, HUD Lead Hazard Reduction Demonstration Grant, Home Repair, Home Retro for accessibility modifications for homes and apartments, Arsenic abatement, Drought Relief, Mobile Home Replacement and the AccessAble Home Tax Credit Program in collaboration with Maine Revenue Services.Other responsibilities included, but were not limited to: preparation of applications for Federal subsidies and responses to Federal NOFAs; cultivating positive and productive working relationships with Maine's Community Action Agencies and other partners such as the Maine CDC, the Lead Poisoning Prevention Fund and DEP; developing, revising and enhancing program guidance and forms for housing programs; overseeing the financial management and financial reporting of programs in excess of $10,000,000; and managing the Housing Programs and Compliance staff.

Administered the training and professional development program for a large affordable property management company of 400+ employees in 18 states. Responsibilities included, but were not limited to: developing, coordinating and presenting training programs throughout the United States related to all facets of the affordable housing industry; conducting needs assessments to determine training priorities and initiatives; identifying, assigning and delivering suitable training solutions to enhance property management performance for staff at all employment levels; assessing staff performance and competencies of staff through tests, quizzes, on-site observation and other assessment tools; creating course materials in paper and electronic formats; recording and publishing training videos; utilizing a sophisticated web-based Learning Management System for delivering and monitoring training; creating, editing and publishing regular training newsletter; developing and revising company policies, procedures, forms and operational resources for various departments within the company; and coordinating the company's Safety Steering Committee and other safety related programs.

The responsibilities for this position included, but were not limited to: oversight of the day-to-day operations of the Multi-family Asset Management programs; coordinating document management (electronic and paper) for the Department and agency; supervising administrative and technical staff; delivering housing industry technical assistance to internal and external housing partners through direct training events, the creation of training/reference materials and regular publications; developing internal and external policies, procedures and forms related to multi-family property management and state/federal compliance requirements; and participating in industry meetings and trainings locally and nationally in the role of presenter or panelist.Prior positions within the Department included Senior Asset Manager, Asset Manager, Program Officer and Financial Officer.
