Manages the operation of emergency management to include developing, implementing, and evaluating plans, policies, and procedures for special emphasis on emergency programs or services provided by the County. Responds to man-made or natural emergencies or disasters, managing, controlling, and supervising 20 county departments and coordinating efforts between eight local fire departments, one rescue squad, two different law enforcement agencies, and multiple volunteer agencies. Liaison between the local government and state governmental agencies, responders, and volunteer agencies. Creates and maintains 12 comprehensive emergency plans for Alexander County to include response to hazardous material spills, severe weather situations, search and rescue activities, terrorist attacks, and pandemic events. Revised Emergency Action Plans for County Offices in order to mitigate incidents and improve response. Spearheads exercises and training compliant with Homeland Security Exercise and Evaluation Program (HSEEP) for county and agency-specific exercises. Selects and fulfills Emergency Management Performance Grant (EMPG) requirements for Alexander County. Assists the Fire Marshal with fire investigations and inspections serving as a Probationary Level II Fire Inspector and North Carolina Office State Fire Marshal (NCOSFM) Fire Investigation Technician.

Created plans for Alexander County with a primary focus on public health revising and executing Medical Countermeasure plans for almost 37,000 citizens over 260 square miles. Worked closely with local fire departments, rescue squads, emergency medical services, and law enforcement agencies to obtain the capabilities and support of responding stakeholders. Coordinated the scheduling, preparation, and execution of over 15,000 COVID19 Vaccines serving at three mass vaccination clinics in the operations and planning section chief role. Oversaw and managed the County’s Respiratory Protection Policy, ensuring employees that are in high-hazard areas are appropriately fitted for respiratory protection. Supervised annual training and ensured state-allocated personal protective equipment was available for the pandemic response. Organized requests are met by local agencies when there were PPE shortages and needs.

Oversaw over 1200 National accounts providing customer service assistance & ensuring payments are resolved in a timely manner. Exercised customer service skills coordinating with customers, leadership, salesman, & branch managers on a regular basis to limit past due invoices and resolve customer conflicts. Reduced the amount over 30 days past due by over $8,000,000 to under $400,000 within the first six months showing an over 90% reduction in past due payments. Supervised and mentored eight employees and trained 3 new hires in Account Receivables, Account Payables, and National Account billing. Conducted business audits of 32 commercial & mechanical locations for Snider Fleet Solutions. Ensured appropriate filing, billing, & following the best business practices at each branch during annual visits. - Receive 911 and administrative calls on multi line system for fire, medical, and law enforcement. Dispatch the appropriate agencies and provide information according to standard operating procedures, standard operating guidelines, and policies through telephone, radio, pagers, messaging, and faxes.- Certified as an International Emergency Medical Dispatcher and qualified to utilize and enter items in the National Crime Information Center.

- Organized missions from higher echelons in order to allocate personnel and equipment. Tracked and assessed manpower of seventy Soldiers over two states. Ensured weekly and monthly reports were completed on time through Microsoft Application. - Oversaw training management for seventy Soldiers increasing mandatory training percentages from forty percent to ninety percent in one month. Created systems to better track and maintain training keeping the unit’s percentage over ninety percent. - Maintained record and oversaw human resource services provided to over seventy Soldiers to include: time off, pay, training, in-processing, out-processing, qualifications, and medical readiness. Created system that increased overall medical readiness from seventy-five percent to over ninety percent.
