Supervise any programs that require environmental analysis, oversight, and leadership to facilitate consistent compliance strategies. Responsible for coordinating the effective implementation of project and program compliance requirements in collaboration with other operating units within the company and responsible for a suite of environmental disciplines affecting the Company’s ongoing power generation operations including, but not limited to: air, water, waste hazardous materials, abatement and remediation. Supervise and coordinate engineering and technical staff to implement the Company’s environmental compliance and Sustainability programs to all customer segments; assuring accuracy, completeness, and timeliness of work products, consistent with department and Company objectives and compliance obligations. Oversee and assist in documentation and training specific to business practices, policies, procedures, and application of environmental compliance programs. Develop short and long-term strategies to achieve continuous improvement in Company environmental performance. Develop short and long-term strategies to engage employees’ and other stakeholders’ awareness of the Company’s environmental and overall ESG commitment. Participate in the development of, and assure adherence to, department annual budget. Participate in public outreach and communication of environmental components of EPE operations. Represent EPE on various committees as required. Serve on inter-departmental committees and projects.

Manage all aspects of Air Compliance Program at corporate level and on-site throughout 4 major-source Title V and NSR permitted generation facilities operating across 2 states with a fleet of 18 multi-analyzer Continuous Emissions Monitoring Systems (CEMS) including training, recordkeeping, reporting, auditing, regulatory inspections, new projects and all other compliance activities. Functional technical team lead overseeing fellow air group engineers, interns, and plant technicians.

Serve as EPE's internal Clean Air Act (CAA) consultant and subject matter expert. Serve as Air Functional Team Lead instructing fellow professionals while being a liaison with outside regulatory agencies (TCEQ, NMED, EPA) in addressing environmental engineering and compliance issues as well as with multiple various internal departments. Provide technical guidance in projects regarding emerging air issues. Procure and maintain compliance with 4 power plant Title V permits and 4 NSR permits as well as other minor permits and multiple other environmental regulatory programs (Acid Rain Program, Cross-State Air Pollution Rule, New Source Performance Standards (NSPS)) at both the Federal and State (Texas & New Mexico) levels. Produce annual air emission inventories, develop regulatory compliance programs, ensure permit procurement, and prepare annual Greenhouse Gas inventory and carbon footprint reports. Prepare quarterly Continuous Emissions Monitoring System (CEMS) electronic data reports for 18 units, Title V deviation reports and Title V compliance certifications while guiding plant personnel on permit-required tasks. Provide peer review and assistance for technical accuracy and completeness.Plan, develop, and use environmental engineering systems to ensure compliance with all applicable federal, state and local environmental regulations. Act as environmental liaison for utility scale solar project during an Environmental Baseline Survey.

Ensure site-wide adherence to Title V operating permit as well as NSPS, NESHAPs, and other compliance programs by performing and completing periodic compliance tasks including compliance certification and CEMS monitoring reports, visible emission observations, refrigerant leak rate calculations, and other audit and compliance reports. Establish relationships with regulatory officials and submit permit-required notifications including deviations, facility modifications, testing, and revisions. Coordinate Relative Accuracy Test Audits and perform calibration gas audits while operating & optimizing a CEM system to ensure optimal emission analysis. Perform on-call duties while monitoring and providing support for entire mine site in air quality concerns as well as any other environmental issues. Coordinate, schedule, and manage source performance testing site-wide through collaboration with mine personnel and consultants.
