In September 2020 a new team within the procurement department at Essex County Council was established. This new team was focused around providing insight and business intelligence to the procurement department and wider departments at Essex Councty Council, predominantly using Microsoft Power BI. I took on the role as the People Reporting Business Partner being the key contact for those staff working within any subcategory that fits within the definition of People services. I lead a team of two developers who deliver reports and insight to stakeholders to ensure they have the right data at the right time to enable them to make key contracting and commissioning decisions. Alongside leading this team I also develop dashboards within Power BI following extensive training for this and the use of SQL studio, R and python.

This role was a continuation of my post as a Contract Analyst, with the addition of being responsible for Category processes on top of previous responsibilities. These additional responsibilities included supporting the procurement process for the re-procurement of the Integrated Residential and Nursing Framework, which was the one of the core sourcing contracts for Residential and Nursing services for Essex County Council and the 7 Clinical Commissioning Groups that make up Greater Essex.

I operated as the Contract Analyst within the Older Persons Contract Management team. During my time in this role I managed to expand my limited knowledge of the Older People Residential and Nursing market. I primarily operated within the Residential and Nursing side of the adult social care market. I assisted the Contract Managers with provider queries, as well as collating and analysing data for the team to use. I also identified risks within the market which were logged on ECC’s risk management system. I was responsible for the collection of the provider KPI data from the care homes on the Integrated Residential and Nursing Framework. This allowed me to bench mark each of the providers against each other and inform the rank list used for sourcing. To improve efficiency within the team I introduced and reviewed multiple internal processes which removed duplication and decreased time taken to complete.

I was the main researcher for the 2017 Essex Employability & Skills Evidence Base. I sourced national and local headlines for the ESBs seven priority sectors. I also looked at the effect of local infrastructure projects that could stimulate the seven sectors, as well as other factors which could have a negative impact within the respective sector. This was completed by reading skills reports from such institutions as UKCES and also from national newspapers. The various reports also included business and enterprise data from NOMIS and vacancy from Labour Insights about the 14 districts that make up Greater Essex. The data was predominately collated in excel, where I used pivot tables and different charts to represent the data in a clear and effective way. The different reports are used internally within the council strategically, as well as externally by training providers to help them meet the demand for growing professions and assist the economy of Essex and the surrounding area.
