About Daniel Gerard

Captain Daniel W. Gerard, M.S. is a retired 32 year veteran of the Cincinnati, Ohio Police Department (CPD), and is the Director of Business Development at Peel9, a comprehensive law enforcement records management, and analytics company. I received my B.S. and M.S. in Criminal Justice from the University of Cincinnati, am a graduate of the Southern Police Institute at the University of Louisville, and completed the Senior Management Institute for Police offered by the Police Executive Research Forum. I am a past member of the International Association of Chiefs of Police (IACP) Highway Safety Committee, and also formerly chaired both the Ohio/Kentucky Regional Incident Management Task Force and the Cincinnati Initiative to Reduce Violence (CIRV) Law Enforcement Team. The CIRV effort resulted in a 41% reduction in gang-member involved homicides over a 42-month period, and the CIRV Law Enforcement Team was awarded the 2008 National Criminal Justice Association’s Outstanding Criminal Justice Program Award, the 2008 IACP /Motorola Webber Seavey Award for Quality in Law Enforcement, and the 2009 IACP /West Award for Excellence in Criminal Investigations. I have published articles in Police Chief Magazine; the Journal of Criminal Justice and the Royal Canadian Mounted Police Gazette. and have served as an invited speaker, trainer, and instructor at the University of Cincinnati, John Jay College, Columbia University, Xavier University, the National Highway Traffic Safety Administration, the Southern Police Institute and the National Network for Safe Communities. I have also consulted on various topics for numerous police agencies throughout the United States and Canada. My areas of expertise include: operational data analytics, co-offending and co-addiction network identification, strategic leadership development, gun violence reduction, criminal gangs, traffic safety, evidence-based policing, place-based policing, police management, and police research.

The University of Cincinnati's Institute of Crime Science (ICS), housed in the School of Criminal Justice, daily bridges the gap between research and practice in the field of criminal justice by promoting the use of evidence-based practices. Retired as the District Three Commander. Directly responsible for the police operations in a 20 square mile area that has over 85,000 residents in 14 neighborhoods. District Three has 172 officers assigned and handles over 68,000 citizen calls for service yearly. Currently implementing an evidence-based violent crime reduction strategy that narrowly focuses on repeat offenders, repeat locations and repeat victims. In 2014, this strategy resulted in the lowest District crime and citizen calls for service rates in 10 years.
