#1: Planning/ Design, Monitoring, Evaluation and Reporting (25%)•Participate in project design and lead the development result frameworks and M&E plans •Participate in the development/refinement of M&E tools (inclusive of impact measurement).•Facilitate both external and internal evaluations and review reports,•Ensure the submission of quarterly and annual donor & partner govt reports.•Prepare and implement learning frameworks together with consortium members and other stakeholders.• Document, present, share and support publication of learning outcomes from SPIR II implementation.#2: Information Management (15%)•Develop and maintain M&E management information system (MIS) for the project.•Oversee proper functioning/regular maintenance of project LDM information • Work with senior planning and technical manager and the SPIR II program coordinator and DCOP to promote learning within the project.#3: Program and Data Quality assurance (25 %)•Develop strategies to improve project data quality.•Ensure LDM activities are in line with CARE LDM principles, protocols and standards.• Set mechanisms to track impact and align with CO strategy impact groups.#4: Learning, sharing/networking (20%)•Support and develop reflective practice learning forums.•Formulate strategies to measure the impact and document lessons learned and best practices.•Lead the SPIR II CARE KLM activities.• Work with the SPIR II Technical Team to improve the usability of program data at various levels.• Improve data visualization.#5: Staff management (10%)•Provide proper supervision and management for all direct reportee/s and the FO based M&E staff.•Proactively address performance issues through regular, constructive and honest feedback and coaching.• Supervise, mentor and coach other LDM staff in Field Office associated with SPIR II projects.•Advise and lead LDM processes related to improved analysis and subsequent decision making.#6: Other (5%)•Perform other duties as assigned.

• Develop country office M&E processes, methodologies and tools for planning and MEAL Activities• Monitor implementation of systems, processes and tools ensuring quality and consistency in M&E collection and reporting• Produce a comprehensive M&E plan for the program and conduct regular monitoring of progress toward that plan• Provide technical expertise in household survey sampling design, questionnaire development, enumerator training and implementation, including programming needed for electronic data collection• Contribute to the development of project proposals and reports, including assessments, logframes, M&E plans, baseline and endline survey reports.• Contribute to the establishment of an effective complaints, accountability and response mechanism to enhance feedback, trust and confidence with beneficiaries• Ensure data storage and systems for sharing are set up to protect confidentiality of personally identifying beneficiary data and adhere to generally accepted principles for data protection.• Follow up with program teams to ensure the implementation of activities in line with Do No Harm and the conflict sensitivity.• Develop systematic approaches that support documenting how change is happening within programs and making knowledge accessible and usable at local, country office and global level to inform programming• Support and organize collection of success stories, case studies and photos of activities for knowledge management• Collaborates with HQ Programs and technical team for data sharing, reporting, and quality improvement

• Contribute to the design of excel based databases for data collection and analysis Supports regional staff in the use of RED categorization databases and assists them in customizing the sheet for new woredas.• Collect the routine UI-FHS’s Immunization reports from field staff including situational analysis narratives and DQS reports, secondary coverage data, monthly and quarterly reports, lot quality assurance sampling (LQAS), and training reports.• Supports pre-data collection preparation and Immunization data collection process when situational analysis and case studies or operational research conducted• After collecting the required deliverables clean, review the reported Immunization data and provide feedback for the field staff.• Supports in the write-up of the quarter, semi-annual, and annual reports for the Federal Ministry of Health and the donor.• Prepare tables, graphs, reports, and visual presentations based on the Immunization data analysis for presentation to internal and external audiences and remain abreast on data visualization techniques that may benefit more active use of data• Document and share project activities, lessons learned, and best experiences.• Work with other project’s teams in reviewing project implementation materials
