Managed the planning, programming, budgeting, and execution of maintenance availabilities for over 82 ships to include the administration of an annual maintenance budget of $1+B. Directed a cross-functional team of 23 officers, 33 civilians, 55 contractors and 63 port engineers tasked with ensuring force readiness of the Navy’s entire Atlantic Fleet.Fulfilled a vital executive role in the execution of a $2.5B maintenance budget for the planning and execution of 44 CNO Availabilities and 167 Continuous Maintenance Availabilities for the repair, restoration and renewal of 70 Navy ships.Developed concise and defendable maintenance budgets to secure scarce funding during fiscally challenging times.Served as champion and executor of the CNOs Great Green Fleet initiative, delivering a 3% reduction in energy consumption. Developed and implemented a flagship program prototyping numerous energy efficiency initiatives for the Fleet.Achieved the distinction of being the most senior Engineering Limited Duty Officer (Silver Eagle) in the U.S. Navy, providing advocacy, inspiration and mentorship to 1000+ Sailors and Officers to enhance their Naval careers. Filling the roles of Deputy Chief of Staff for Inspections, Director of Expertise Management, Director for Craft and Auxiliary Forces, and Senior Inspector for the Board of Inspection and Survey (INSURV), led teams of 80+ military and civilian subject matter experts in the execution of Material Inspections of 52 in-service warships, 38 amphibious craft, 106 service craft, 8 non-standard boats and 10 virtual boats during 2-year tenure. Personally conducted 39 of these inspections.Drew on decades of experience in marine equipment operation and maintenance to instill integrity and commitment to excellence at the deckplate level for Fleet engineers and technicians.Developed and delivered a comprehensive material condition picture to the SECNAV, CNO, Fleet Commanders and Congressional leaders that paved the way for Navy-wide solutions to improve Fleet readiness for decades to come.

Commanded a major affiliate of the Surface Warfare Officer School Command that included nine surface warfare technical training sites worldwide with 650 instructors and a student throughput of 50,000 annually.Inherited a program fraught with problems and conducted immediate and comprehensive wall-to-wall assessment to chart the course for a major reorganization. Reengineered and implemented systemic program improvements that resulted in the 2011 American Society for Training and Development Excellence in Practice Award for Performance Improvement.Re-instituted the Technical Audit Program used to identify outdated technical training equipment and infrastructure. Facilitated funding, acquisition and placement of new and improved training tools to effectively empower instructors and trade smen.Facilitated a seamless merger of the Center for Naval Engineering and the Surface Warfare Officers School.

Delivered material / logistic support for 5 deployed Expeditionary Strike Groups and 35 multi-platform vessels / support units.Achieved and sustained a 100% first pass yield percentage on all ULTRA “E” and engineering operational certifications.Orchestrated the prototyping, installation and training of Ship’s Automated Maintenance Management System (SAMMS).Chaired “table-top” strategy sessions with Allied leaders to better equip current security operations protecting Iraq’s oil industry.

Executive director of a shore-based industrial maintenance complex with 230 personnel performing “I” level maintenance on six ships operating in the Gulf Coast region. Administered a $6MM annual operations budget and screened all maintenance act ions.Championed production excellence that resulted in SERMC Pascagoula being the only Surface Force Nominee for the Secretary of Defense Maintenance Award in 2005. Led organization through a TYCOM Fleet Maintenance Activity (FMA) Assessment with all areas evaluated as effective and each cited as a “tremendous improvement” over the last assessment.Led the Joint Task Force / Joint Force Maritime Component Command in response to the Hurricane Katrina disaster.
