I am a Professional Engineer, licensed in California, Hawaii, Maryland, and the Commonwealth of Northern Mariana Islands (CNMI). I have extensive experience with civil aviation design engineering and construction management for airport improvement projects. I have worked on landside and airside projects at several airports throughout California, Hawaii, Nevada, Texas, Maryland, Pennsylvania, West Virginia, and CNMI. I have designed AC and PCC pavement sections, jointing plans, grading plans, drainage plans, water pollution control plans, utility site plans and relocations, airfield geometric design plans (including plans and profiles), apron parking plans, and layouts for passenger boarding bridges, baggage handling systems, and AOA fences and gates. I have created engineering design plans and specifications, prepared and checked complex quantities for use in cost estimating, developed and reviewed pavement design reports, storm water quality reports, and other documents for compliance with low impact development requirements, and I have worked with government agencies to develop construction solutions with a minimal environmental impact.My responsibilities have included writing, reviewing, and interpreting construction contract documents (including FAA advisory circulars and specifications), responding to contractor RFIs and submittals, coordination with contractors and airport management, confirming contractor compliance with contract documents and permit requirements, and change order negotiations. I have recommended rejection of AC and PCC pavements when contract requirements have not been met. I have maintained field notebooks, meeting minutes, and logs of measurements and quantities. I have reviewed contractor’s schedules for logic and duration and I have used these schedules to coordinate inspections and verify that items of work have been completed in due time. I have also created contractor punch lists and other closeout items.
