Manages teams of professionals who administer agency wide programs relating to Capital Assets, State of Good Repair, Support Fleet, and Project Controls for UTA’s Capital Program.

Responsible for the overall State of Good Repair program at UTA. Includes:1) Administering the program in a manner consistent with the FTA Final Transit Asset Management Rule2) Managing team of asset professionals in efforts relating to data collection, technology implementation and document production consistent with the FTA Final Transit Asset Management Rule. 3) Manages the bridge inspection program.4) Responsible for capital budget planning for major capital assets.

 Works to carry out UTA’s efforts as they relate to asset management by identifying and scoping projects necessary to keep UTA’s rail system running in a safe and efficient manner Coordinate with members from the different business units to determine if there is an opportunity for capital funding to be used to remedy some of their more costly capital maintenance needs  Helped to build the ground work for UTA’s efforts as they relate to the national “State of Good Repair” emphasis on transit assets  Participated in the American Public Transportation Association (APTA) national focus group designed to help other agencies understand the concept of “State of Good Repair”  Helped write APTA’ document Defining a Transit Asset Framework to Achieve a State of Good Repair Participated in the development of UTA’s new Transit Asset Management computer program and acted as the project manager for Phase II of its development Familiar with ISO 55001 Familiar with the Asset Management Guide authored by Parsons Brinkerhoff on behalf of the FTA

 Provided QC Oversight on UTA’s 2015 Rail expansion program as it relates to the signaling and electrification systems. Identified issues which contractors would need to address and then signed off on these items as they were corrected to UTA standards.

 Tracked and managed incoming submittals and UTA outgoing responses to these submittals for Light-Rail Vehicles and Commuter Rail Vehicles. A 300+ million dollar project. Created Purchase Requisitions for necessary items which had to follow federal funding guidelines and criteria. Used Primavera’s Expedition Program to manage the submittal process. Coordinated the setup of the Light Rail Vehicle testing area at the end of the new Mid-Jordan TRAX Line. Participated in UTA’s Positive Train Control plan development to meet the new guidelines introduced by the FRA.  Created a tracking document that tracks all of the training UTA is to receive contractually for the 2015 program.

 Provide documentation of pre-construction conditions that will be affected by UTA’s 2015 projects. Total project value is 2.5 billion dollars. Project consists of four light rail lines and one commuter rail line. Prepared estimate for our pre-construction inspection project. Develop documentation to track progress for these preconstruction inspection efforts. Measures actual progress compared to estimate and also projects the cost at completion compared to initial estimate. Act as an initial contact person for setting up appointments for inspections and passing information along to proper PR people.  Reviewed quality control reports regarding testing and deficiencies.
