The PSA Program’s primary mission is to proactively engage with federal, state, local, tribal, and territorial government mission partners and members of the private sector stakeholder community to protect critical infrastructure through five mission areas:Planning, coordinating, and conducting security and resilience surveys and assessments of nationally significant critical infrastructure through Assist Visits, Infrastructure Survey Tool, Rapid Survey Tool, and the Regional Resiliency Assessment Program.Planning and conducting outreach activities and providing access to critical infrastructure security and resilience resources, training, and information for critical infrastructure owners and operators, community groups, and faith-based organizations.Supporting National Special Security Events (NSSEs) and Special Event Assessment Rating (SEAR) Level I and II events, such as Super Bowls, Presidential Inaugurations, and Democratic and Republican National Conventions.Serving as liaisons between federal and local government officials and private sector critical infrastructure owners and operators during and after an incident.Coordinating and supporting improvised explosive device awareness and risk mitigation training, as well as CISA's Cybersecurity Division assessments and resources.During incidents, PSAs serve as the infrastructure liaisons at the Federal Emergency Management Agency Joint Field Offices, Regional Coordination Centers, and state and county emergency operations centers.PSAs also conduct joint site visits and vulnerability assessments of critical infrastructure assets with the Federal Bureau of Investigation. They work with the United States Secret Service to provide vulnerability assessments, security planning, and coordination during NSSEs and other large-scale special events.

Regional Emergency Management Director and Current / Future Operations Director for Commander, Joint Region Marianas. Implemented U.S. Naval Base, Guam and Andersen Air Force Base’s Emergency Management Program missions, as well as providing nuclear reactor emergency management support to the Commander, Submarine Squadron CSS-15 waterborne-based nuclear submarines.Represented the Department of Defense in a wide variety of significant emergency management negotiations many sensitive and controversial, with executive civil authorities, public/private action groups and politically strong activists. Served as the acting facilitator at Military public hearings/meetings on emergency management.Oversaw detailed budget negotiations and controlled a 5-6 million dollar budget annually. Provided long-term budget planning for outlying fiscal years to ensure proper sustainment of the regional emergency management program.Served as the Battle Watch Captain for the Regional Operation Center. Supported the Government of Guam Emergency Operations Center (EOC), local military EOC’s, and outlying islands in the execution of their mission during any emergency event. Served as advisory member to the Guam and Commonwealth of the Northern Mariana Islands (CNMl) Governors' CNMI Defense Advisory Councils and Anti-terrorism Councils. Served as Navy liaison to civil authorities for nuclear propulsion or radiological accidents. Developed and maintained the Regional Continuity of Operations Program. Expert on all diving operations. Led Multi-national dive teams on various mission to include ordnance recovery and environmental surveys. Managed a multi-million dollar state of the art Hyperbaric complex and associated certified systems. Coordinated the maintenance, safe operation and qualifications on all associated systems. Managed a 150,000 dollar budget in support of the complex and subsystems. Developed and implement detailed training curriculums in support of multifaceted diving and salvage operations, multi-national inter service dive training support. Received accolades from NAVSEA and SURFORCE for the innovative adaptation of current computer based programs to track dive training and dive qualifications. 25 years experience in training requirements of fleet diving assets in support Naval Special Warfare, Explosive Ordnance Disposal and Navy Salvage Diving Operations and high risk training evolutions. Developed diving safety procedures for Joint Service Diving Exercises. Ensured Air Force, Navy, Army and Marine assets were fully trained and fully compliant with all multi-service diving procedures.Developed detailed standard operating procedures for USCG SAR units.
