Hello, I'm Dan, an attorney specializing in complex regulatory matters before the Surface Transportation Board, particularly the regulation of maximum reasonable rates for rail transportation services. I have been at the forefront of designing, refining and maximizing the complex interplay of written and electronic evidence that is the hallmark of today’s regulatory practice. I am active in major rulemakings and related appeals, rail mergers, and abandonments. I also represent clients in unreasonable practice litigation before the Surface Transportation Board, including fuel surcharge disputes.I advise industrial clients in the negotiation of electric power and natural gas supply contracts. I also assist refineries in negotiating and arranging for the delivery of crude oil by unit train. In addition, I represent numerous clients in the review and negotiation of their long-term contracts for coal supply and rail transportation.I am active in litigation matters, participating in a variety of litigation and arbitration matters across the United States, and directing the electronic discovery activities of Slover & Loftus LLP. I also have extensive experience evaluating and analyzing the economics of rail transportation and coal supply matters, and am well-versed in rail operations issues, including interconnections, plant operations, rail spur construction, and issues arising from rail service disruptions. In addition to my work as an attorney, I have worked for a major electric utility association and have represented clients before the Federal Energy Regulatory Commission. I have also worked for the Senate Subcommittee on Labor and the Senate Judiciary Committee, as well as a United States Senator. This outside experience enables me to add further value to strategy discussions.

The utility recovered over $100 million in reparations and $345 million in rate relief.• Represented a third-party logistics provider in an arbitration of a breach of contract of dispute with a customer.
