Founding chief of the National Park Service Submerged Cultural Resources Unit (now SRC).--Directed National Reservoir Inundation Study (NRIS) from 1975-1980, then SCRU from 1980 to 2000. The purpose of NRIS was to determine the impacts of reservoir inundation on terrestrial archaeological sites. Sites were tested before, during and after inundation to find if artifacts physically survived in context and if various dating and testing techniques were still viable. I built a core team of NPS diving archaeologists to accomplish this end. The team was funded by the NPS and four reservoir construction agencies. The NRIS Final Report affected decades of decision-making by federal agencies. --When this project was completed in 1980, the NRIS team and its assets became the Submerged Cultural Resources Unit--a permanent office of the NPS. Some archaeologists including Larry Murphy and Toni Carrell stayed with me in the new SCRU team. I Served as Chief of SCRU for 20 years, leading underwater archaeological operations in dozens of National Parks. We were also loaned to other agencies and governments for projects. Our in-park work included a study of shipwrecks at Isle Royale National Park, surveys at Point Reyes, Apostle Islands and Sleeping Bear Dunes, documentation of submerged sites at Dry Tortugas, Biscayne, Padre Island, Lake Mead. Mapping the USS Arizona and USS Utah at Pearl Harbour, documentation and mapping of Shipwrecks sunk in Atomic Bomb testing at Bikini Atoll. SCRU Made the recommendation to open the latter to the diving community. In 2000, the SCRU was renamed the Submerged Resources Center (SRC) and its mission extended to include natural resource documentation along with our cultural resource work. --Developed Project SeaMark, a cooperative relationship with the US Navy that resulted in hundreds of Navy divers assisting SCRU for weeks at a time in operations throughout the Western Pacific in former Trust Territories and the Aleutian Islands in Alaska.
