Provides leadership and operational expertise needed to ensure safe, reliable, compliant and cost effective construction, maintenance and repair operations for electric transmission and distribution substations and complex transmission and distribution systems and equipment.Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Manages the Master Service Agreements for work identified to be performed by the Service Providers. Ensures that the work meets or exceeds performance metrics. Works as liaison between the Service Providers and internal PSE departments. Fields and resolves customer complaints, internal and external. Works as liaison between Service Providers and external customers. Oversees quoted work and Time and Equipment work, and approves invoices as needed. Assesses impact to changes requested by the Service Providers in unit descriptions and pricing and works to accept or reject those changes. Continuously works on process improvement and provides expertise and recommendations to other departments on the Service Provider contracts, interpretations and field practices. Performs audit functions measuring Service Provider performance. Oversees the interpretation and application of all relative PSE rates and tariffs.Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Responsible for leading and directly supervising 24 x 7 system operations in providing restoration and emergency updates and information to internal key customers, including researching and responding to inquiries. Works closely with customers, other departments and agencies to resolve customer issues. Participates in collaborative efforts to improve processes, procedures, meet SQIs (Service Quality Index) and other key performance indicators and corporate goals.Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. • Designs, develops, modifies, debugs and evaluates programs for functional or operational areas. • Analyzes complex business problems to be solved with automated systems. Provides technical expertise in identifying, evaluating and developing systems and procedures that are cost-effective and meet user requirements.• Analyzes existing programs or formulates logic for new systems, devises logic procedures, prepares flowcharting, performs coding and tests/debugs programs. • Participates in hardware/software selection, and vendor selection.• Assists with development of annual and 5-year capital IT budgets.• Participates in business strategies, objectives and drivers.• Develops conversion and system implementation plans. Prepares and obtains approval of system and programming documentation. Recommends changes in development, maintenance and system standards. • Configures system settings and options; plans and executes unit, integration and acceptance testing; and creates specifications for systems to meet business requirements.
