I currently lead a team of 70 property professionals focusing on running and adding value to TfL’s Estate which has a rental value of £100m per annum. I have restructured the team to provide clear asset focus and am now leading a customer focused change programme. I have set a clear strategic direction for the Estate during the pandemic, working with our tenants and senior stakeholders. I am now focused on driving rental growth at our major stations and through our Arches portfolio.

I designed and implemented TfL’s Build to Rent (BTR) Investment Partnership strategy within an 18-month period. This ultimately concluded with TfL’s Finance Committee investing £350m with Grainger Plc to deliver 3,000 BTR units across London.The Joint Venture with Grainger Plc is the first Public Sector vehicle of its kind that focuses on the delivery of sustainable revenue through residential investment. Uniquely the vehicle is also set up to deliver and own affordable housing. We co-work with Grainger in dedicated offices and have already submitted 5 planning applications within 12 months of forming the partnership.

Head of Property Development, Transport for London - Seconded and Permanent Employee (July 2014 – Present) Over the last 4 years, as Head of Property Development at TfL I have played a key role in setting up the 'Property Partnerships' equity joint venture framework. The framework allows TfL to enter financial joint ventures where it benefits from land value and dividends as a result of its equity investmentI have worked with and briefed the Mayor of London and Deputy Mayors of London on TfL initiatives. I actively work with CEOs within London Boroughs and private real estate companies to bring forward TfL development sites.I have played a major role in growing TfL’s original development team from 5 people to 30. This has involved role scoping right the way to through to contract negotiation and appointment. I have led on TfL’s property portfolio investment strategy and developed the metrics by which it analyses its performance. These principles have been agreed with our non-executive committee chaired by ex-Land Securities Chief Executive Francis Salway.Day-to-day I lead a number of projects including:South Kensington Station – After 30 years TfL is currently seeking a development partner to rejuvenate this major London station. The project has involved running marketing campaign compliant with European Union procurement regulations. TfL will retain an equity stake in the final development.The Limmo Site – We are currently developing a 1500 units residential scheme on a challenging former Cross-rail work site. The emphasis here is clearly on developing a ‘great’ place to live which will be home to a mixed community incorporating private housing, private rental housing (PRS) and affordable housing. TfL will enter a financial joint venture on this site.

Transaction & Procurement Experience – I have provided transaction support to public and private clients for over 10 years. During this time I have had considerable market exposure and concluded many high value central London disposals – in 2013/14, I transacted over £150m of property.The disposals have ranged from unconditional sales to complex equity joint venture Development Agreements. I was lead agent on the sale of Royal Albert Dock which was ‘highly commended’ by Estates Gazette in the 2013 Deal of the Year category. Royal Albert Dock – Greater London Authority Led the multi-disciplinary team on behalf of the GLA for the procurement (via Competitive Dialogue) of a Development Partner for the 35 acre Royal Albert Dock site. The instruction involved running a global marketing campaign compliant with European Union procurement regulations. Led on the review of ABPs business proposition and ultimately the negotiations to conclude a Development Agreement. Elephant & Castle – London Borough of Southwark Supported LB Southwark on the negotiation of the Joint Venture Development Agreement with Lend Lease to deliver 3,000 units in the heart of Elephant & Castle. Advised on all commercial aspects of the transaction including the residential strategy, delivery programme, phasing and robustness of the project financial model. Camden Town Hall Annexe, West End Lane & 79 Camden Road – London Borough of Camden Led and managed the disposal of over £100m worth of assets required to fund the delivery of a new Headquarters for LB Camden. Strategic Portfolio Advisory - I have led Deloitte’s relationship with numerous public and private sector clients where I have often acted as internal client for these organisations. I have focused on providing clients with holistic advice which looks at their entire portfolio rather than individual properties. I strongly believe in long term value creation through strategic asset and portfolio management.
