I also help lenders and purchasers diligence eligibility for such programs and regulatory compliance. My practice focuses on property tax exemptions and abatements (485-x new construction incentive aka ANNY), 467-m (commercial conversion incentive aka AHCC), 421-a, ICAP/ICIP, 420-c, 420-a aka Not-For-Profit Exemption, Article XI, etc.) and development rights bonus programs (Mandatory and Voluntary Inclusionary Housing programs, Affordable Independent Residences for Seniors, FRESH program). To realize several of these incentives, market-rate residential developers must provide affordable housing as part of many new projects. The implications of NYS’s 2024 housing laws are critical for developers and owners to understand and to navigate as they relate to residential properties. I am also focused on NYC’s “City of Yes” zoning amendments. My experience includes assessment and taxation of real property, as well as acquisition, financing, leasing, declarations of condominium and condominium offering plans. As a member of the New York City Bar Association's Committee on Housing and Urban Development (HUD), the Real Estate Board of New York (REBNY), the New York State Association for Affordable Housing (NYSAFAH), and other organizations, I am involved with affordable housing and urban development issues in New York. 2018 - 2021 I was Co-Chair of the NYC Bar Association’s HUD Committee. I am currently on REBNY’s Economic Development Committee and NYSAFAH’s Legal Committee.
