About Daniel Martens

My 40+ years of experience have covered a broad range of activities, however, all have had a focus on System Engineering Management. Twenty plus years in the USAF started in the Nuclear Survivability of land based systems (especially ICBMs), transitioned into strategic planning for the future and ended as the Chief Engineer and then Program Manager for the GPS Satellite and Ground Control System. As different as these efforts were, common lessons were learned from them that apply to a wide range of activities. After retirement from the AF I worked for 20+ years providing System Engineering Management services to the Air Force Space Program attempting to help them regain the System Engineering expertise that was lost during efforts to reform acquisition processes. My current interests lay in transferring the understanding gained during this career to the next generations while helping them avoid the mistakes of the past and apply the lessons learned from them.

Chief Engineer and then Manager Space and Control Segment in Global Positioning System Program Office. Managed system engineering activities during the transition of launch via the Space Shuttle to launch via expendable boosters, managed production and launch of the Block II satellites and awarded the Block IIR satellite contract; took the ground control system and first 16 satellites operational, and laid the foundation for all future GPS modernization programs. At one point managed over $5B of contracts. Final Air Force assignment before retirement.

Served for six years at HQ Strategic Air Command as a plans and requirements officer. Started in the Nuclear Survivability Division working to assess the survivability of current strategic systems and establish the survivability requirements for future systems. Then transitioned to the Strategic Planning Division as a member of the initial Cadre where we conducted a study of the future of strategic warfare and SAC during the latter stages of the Cold War. Study results helped guide the transition of strategic elements of the USAF after the fall of the Berlin Wall and the start of major transitions in the Soviet Union. Finally, served as the requirements lead for Land Based ICBM Modernization while new missiles and basing modes were being developed.Served two years in Field Command Defense Nuclear Agency as a test bed engineer for two underground nuclear weapons effects tests and one above ground high explosive simulation test.Served for five years at the Air Force Weapons Laboratory on Kirtland AFB, NM. Led efforts to both model nuclear blast and shock effects on land based structures using large main frame computers and develop new high explosive simulation test techniques to conduct field experiments based on the computer models. Selected for an Air Force Systems Command Technical Excellence Award for the test technique development efforts.
