Direct the day-to-day operations and regulatory oversight of the Divisions that encompass Water Source, Water Purification, Water Distribution, Wastewater Collections, Sewer Rehabilitation and Wastewater Treatment.Review/Revise Water Conservation/Drought Contingency Plans and see to their implementation. Staff Liaison to the Water Resources Committee (sub-committee to the City Council)Conceptualize the City’s Direct Potable Reuse and Indirect Potable Reuse Projects. Perform Verification Testing and Coordinate with Regulatory Agencies to get Approval.Review Infrastructure Plans and Specifications for additions/improvements within the divisions.Establish goals for each division’s performance, as it relates to plant/system performance and environmental compliance.Review reports to ascertain attainment of each division’s performance.Construct studies to improve plant performance within water & wastewater divisions.Budget Planning and oversight for all division budgets, as well as Public Utilities and Water/Sewer Special Items.

Operations of the Utilities divisions, until such time as a Director of Public Works could be hired.

Oversee 2 Source Water Lakes, 2 Water Treatment Plants, 6 Elevated Storage Towers & 3 Pump Stations.Direct the efforts of 3 sub-divisions (Environmental Laboratory, Plant Operations & Maintenance) within the Purification Division.Implement new EPA rules for Drinking Water. New Rules included; Stage 1 and Stage 2 Disinfection /Disinfection By-Product Rules, Interim Enhanced Surface Water Treatment Rule, Long Term 1 and Long Term 2 Enhanced Surface Water Treatment Rules, and the Filer Backwash Rule.Establish goals and create environmental studies for plant performance and review of laboratory analysis for attainment of goals.Collaborate with Consulting Engineers on the expansion of the Water Treatment Plants, to include retrofits of existing facilities and the construction of a new Microfiltration and Reverse Osmosis Plant.Coordination with Public Works Administration, Regulatory Agencies & General Public on water issues.

Water Purification

Supervise the day to day operations of two water treatment plants totaling 54 MGD worth of treatment capacity.Schedule employee shifts and chemical deliveries to ensure continuity of water treatment.Construct Monthly Operational Reports to superiors and State regulatory agencies to demonstrate compliance.Review new EPA and State of Texas rules/regulations and determine ability to comply with changes to the rules. New rules included, Surface Water Treatment Rule, Lead/Copper Rule, and the Total Coliform Rule.Conduct specialized studies, both bench scale and plant scale, to determine/ensure continued plant compliance with Federal, State & Local regulations governing drinking water.Successful completion of the AWWA Partnership for Safe Drinking Water, Phases 1, 2 & 3.Complete revision of the City’s Jar Testing Protocols and the development of Filter Evaluation Procedures.

Water Puirification

Collect and Analyze water quality samples for regulatory compliance.Test plant chemicals for compliance with specifications.Respond to customer complaints.

Water Distribution

Test & repair meters from residential sizes to large commercial meters.Inventory meter parts.Report meter findings to Public Utilities & Finance.

Water Distribution

Deliver field parts to repair crews.Assist field crews in repair main failures
