Acting L3 Link Deputy Program Manager for Operations and Training for the U.S. Air Force’s C-17 Training System (TS). Responsible for successful execution of Air Mobility Command’s largest training program spanning pilot and loadmaster initial, mission, continuation and upgrade qualification training and maintenance training device support at 14 U.S. Air Force installations and one Royal Australian Air Force site. Oversee highly-skilled C-17 contractor staff providing program management; aircrew instruction and training; contractor logistics support and change management. Responsible for successful performance of training conducted in over 350 training devices including 26 high fidelity Weapon System Trainer (WST) full flight simulators, 22 pilot and loadmaster part task trainers and 37 maintenance trainers . As the C-17 Training System (TS) Site Manager at Travis AFB, exercise overall responsibility and control authority for all base-level program activities acting as the senior onsite program representative for the company and as the primary Point of Contact (POC) with base level Government representatives and agencies including the Program Office/Quality Assurance Representatives (PO/ QAR), senior USAF base leadership and visiting Government officials and dignitaries. To effectively manage the quality of training and ensure contractual obligations are met, the TS Site Manager also performs pilot instructor duties.

Responsible for the creation, development, recruitment, training, operation and Emiritization of the International Movement Operations Center (IMOC) program. Lead agent on all matters related to the responsibilities of Global Aerospace Logistics (GAL) commitment to the General Headquarters United Arab Emirates Armed Forces IMOC Contract.The IMOC is the operational Command, Control and Communications (C3) Center for all Air Force and Air Defense missions and aircraft departing the UAE Flight Information Region (FIR) or on International flights outside the UAE. Subordinate to the AOC, the IMOC is responsible for the analysis of all tasking requests and employs all assigned resources to support the UAE Air Force and Air Defence International Operational requirements and missions. - Responsible for the smooth running of the IMOC Organization and its Functions, to include the following operational specialties: -- Current Operations -- Task Plans and Dedicated Mission Planning (long range) -- Load Control (routine and dangerous cargo) -- Engineering (Maintenance) Operations -- Flight Dispatch- Responsible to the GAL Chief Operating Officer on all IMOC operational related matters.- Is fully conversant with the 383M AED ($104M USD) IMOC Contract and its financial background and limitations for Manpower Services, Training Services and Engineering Services in addition to all sub-contracts let for their achievement.- Coordinates with the GAL Chief Financial Officer and the Procurement Manager in order to prepare the documentation necessary for customer authorization of expenditure on the contract in accordance with the rules of billing for General Headquarters UAE Armed Forces (GHQ).- Coordinates with the first line managers of the IMOC Organization to identify any Employee Services issues and to resolve these with Human Resources.

• C-17 Aircrew Operations and Training subject matter expert, Operations and Logistics Working Group Advisor, Operations Action Team Chief, and first-ever HAW Director of Operations • Provided essential expertise as squadron operations officer and commander in creation of the Heavy Airlift Wing—recognized as USAF’s #1 Building Partnership Capacity initiative• Directed every aspect of HAW Aircrew, Intelligence, and Mission Security Forces training, operations, and employment to sustain 30 year, $5 Billion, NATO and Partner for Peace program.• Responsible for health, welfare, training & morale of 56 assigned aircrew and support personnel from 12 SAC Nations. Maintained multinational squadron and wing operational readiness for worldwide tactical employment of aircrews and aircraft worth $700M+.• Executed NATO, European Union, Partnership for Peace, United Nations and Department of Defense combat and humanitarian airland and airdrop operations• Built record setting operations squadron; design efficiencies enabled the Heavy Airlift Wing to achieve 311 hours per aircrew, more than any active duty USAF C-17 Wing• Certified SAC C-17 for Air to Air Refueling with the Netherlands Air Force’s KDC-10 aircraft; codified certification in NATO Air Refueling manual • Prepped SAC’s first wave of multinational pilots for Aircraft Commander Pilot Checkout course at Formal Training Unit• Analyzed SAC’s crew ratio deficit. Study detailed a critical shortfall explaining unit’s inability to achieve flying hours target. Proposed solutions to Multinational Strategic Airlift Capability Steering Board to justify increased manning crew ratio and resultant productivity.• Moderated the SAC Flight Duty Period Forum after Sweden imposed a Flight Duty Period Restriction over its crewmembers. Forum underscored the proper use of operational risk management and safety checks and balances in the system. Outcome was a Swedish waiver that allowed a 30% increase in flight crew productivity.

• As Chief of Airlift Training, managed the overall development of 200+ training programs for 11,000 AMC and AMC-gained aircrew members flying 705 aircraft in 11 different weapon systems. • AMC’s senior C-17 instructor, maintained C-17 Instructor Pilot qualification and served as the airlift advisor to the AMC Director of Air, Space, and Information Operations, recommending changes to C-17 tactics, training, and doctrine. • MAJCOM-level C-17 Subject Matter Expert, providing oversight to the contracted C-17 Aircrew Training System which managed continuation, currency, and upgrade training for approximately 2,000 pilots and 1,500 loadmasters. Coordinated, monitored, and scheduled simulator certifications and upgrades for 21high fidelity (level C+) C-17 Weapon System Trainers at 10 Main Operating Bases worldwide. • Involved with development, coordination, and standardization of international C-17 initial, seasoning, and continuation training of students from Australia, Canada, and the UK.• In October of 2006, Colonel Clark was assigned to the AMC Travel Team, providing subject matter expertise to the fledgling C-17 Strategic Airlift Capability (SAC) and provided expert advice to the SAC Steering Board, the Operations and Logistics Working Groups, the Site Activation Task Force, and served as the SAC Operations Action Team Chief.

• Coordinated and participated in myriad strategy and international security cooperation events leading to the standup of United States Africa Command (AFRICOM)• Led the coordination, prioritization, and submission of regional and component funding proposals to build capacity of foreign military forces within the 92 countries that comprised the EUCOM/AFRICOM Areas of Responsibility, totaling over $115 million of security assistance.

• Studied Logistics Strategy and Air Transportation Management, earning Master of Logistics Management (MLM) degree.• Sustained 3.98 GPA, member of Sigma Iota Epsilon, and culminated studies with a capstone project entitled “Supporting the Objective Force with the C-17,” which provides planners and tacticians options in the employment of the Army’s Objective Force doctrine of Air Mechanized Vertical Envelopment utilizing the C-17

• Attained qualification as Airdrop Aircraft Commander while serving as Night Vision Goggle and Airdrop Instructor Pilot for the 7th and 10th Airlift Squadrons, Chief of Wing Simulator Training, and Deputy Director of Wing Operations and Training. • Chief of Wing Exercise and Evaluations, leading 200-person wing cross-functional exercise evaluation team (EET) during monthly exercises comprising 18 different categories of disaster, antiterrorism and mobility training. • Ensured wing compliance with HQ AMC/IG inspection and HQ AMC/A7 exercise and evaluation requirements, as well as validating wing readiness during quarterly fly-away Mobility Exercises (MOBEX).

• Attained crew qualification of Instructor Pilot while serving as Squadron Tactics Officer, Assistant Flight Commander and Flight Commander. • After the terrorist attacks of 2001, chosen as one of five Instructor Pilots to serve as initial cadre for the C-17s Contingency Airland Night Vision Goggle program, which later became a core competency of the C-17 crew force. • Deployed to Southwest Asia and serving in the United States’ quick reaction logistics force, performed missions into and out of austere airfields and a dirt airstrip in active combat areas, conducted engine running offloads delivering support material consisting of outsized cargo and unique specialized equipment.

• Distinguished Graduate of KC-135 Combat Crew Training School (CCTS), selected to fly the EC-135C LOOKING GLASS airborne command and control platform.• In-depth knowledge of the nuclear deterrent mission marked him as the unit’s Single Integrated Operations Plan (SIOP) expert. • Served as squadron Flight Safety Officer, Standardization and Evaluation Liaison Officer, and Executive Officer, as well as being identified a “Command Crew” pilot, performing Very Important Person Special Air Mission (VIPSAM) duties on “CASEY-01,” the historic USSTRATCOM command dedicated KC-135E executive aircraft.

• Responsible to the senior code controller for handling and control of Minuteman III code components and other critical program data used to ensure the nuclear surety and emergency war order (EWO) responsiveness of 150 on-alert Minuteman III ICBMs and 15 missile alert facilities.• Responsible for controlling 10 on-alert operational ICBMs and an operational launch control center (LCC) as critical parts of national strategic deterrence. • When directed, poised to initiate launch actions for up to 150 warheads on preselected strategic targets. • When on alert, managed day-to-day functions of eight support and security personnel and supervised all maintenance tasks at the missile alert facility (MAF), LCC, and remote launch facilities.
