Successfully managed $18 million classified simulation software development and post deployment software maintenance program which supported joint, coalition, and MEF level staff training exercises. Executed $3 million IT hardware procurement budget that provided state-of-the-art hardware refresh to supported sites. Successfully defended program against six hostile attempts to slash budgets and was the only program to remain fully funded. Analyzed requirements and software developmental changes to create test plans and certified change requirements were verified and validated to meet operational needs. Developed, implemented, and controlled contractual, financial, and technical aspects of programs from ACAT VI(M) through ID. Planned, organized, and directed activities of functional specialists including contracting, engineering, configuration/data management, testing, and logistics exceeding program requirements resulting in a highly trained force in readiness. Contract Officer Representative oversaw contract execution and compliance for $40 Million in government role player exercise support contracts which trained Marines prior to deploying to the Middle East. Executed 22 new contract actions in 9 months, drafted new contract statements of work, developed policies, updated task and delivery orders and basis of cost estimates to insure accurate flow of contractual information to all PMO staff which maximized capability growth and effectiveness. Created and managed Requirements Traceability Matrix for new software development and conducted test of new functionality, regression test, and stress tested entire system to ensure system functioned as required. Led Configuration Control Board to driving new software development moving the program to a cloud based, Simulation as a Service (SaaS) architecture.

Marine Corps C4 Representative to the Navy N6 Staff for resourcing, planning, procurement and installation of Marine Corps C4 and Intelligence Equipment on Naval Amphibious ships. Maintained liaison and direct communications with Navy’s N6 Flag Level staff, updating the progress, changes, and direction of Marine issues regarding amphibious communications and intelligence systems. Secured and protected $3 million of Navy funding which provided needed communications upgrades for interoperability between shipboard, enroute, and on the ground Marine Expeditionary Units. Led Integrated Product Team (IPT) in requirements generation, developing policies and standards, and resource approach to achieve desired outcomes for Marine Corps acquisition projects of over $70 million.

Led eight Marine Corps equipment programs managing $75 Million of procurement funding which provided necessary upgrades to equipment nearing end of life or reaching obsolescence to deployed Marine. Conducted long term resource planning and short term budget execution to ensure all programs were fully funded for success. Perform government acceptance for supplies and services received, including certifying receipt and verifying contractor’s invoices using Wide Area Workflow (WAWF). Verified contractor performance, including technical requirements of the contract in accordance with the contract terms, conditions and specifications. Emphasis placed on the quality provisions, for both adherence to the contract and the contractor's own quality control program. Handpicked to lead the MRAP equipment installation team in Iraq to provide newest communication systems to the DoD’s highest profile lifesaving program. Recognized by Commanding Officer and Awarded Meritorious Service Medal during this period for contributions to the Corps and outstanding support to the deployed Marines.

Managed funding for entire Marine Corps Reserve communications community ensuring reserve units were equipped equally to active duty counterparts. Coordinated procurement with program offices using National Guard and Reserve Equipment Appropriation. (NGREA) funding and monitored fielding, sustainment requirements, and training resulting in the highest state of readiness for Marine Corps Reserve communication units. After Hurricane Katrina, I was hand picked to complete the transition of the command from New Orleans, LA to Fort Worth, TX. Personally awarded Navy Commendation Medal for completing Continuity of Operations (COOP) of all telecommunications and data information systems.

Collaborated with Headquarters elements of the Marine Corps senior staff for C4 and Intelligence systems in order to analyze Capabilities Based Assessments (CBAs) and other studies assessing requirements and associated capability gaps and risks. Supported MROC and JROC advisory responsibilities to facilitate Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) changes, to drive the Defense Acquisition System (DAS), and navigate the Planning, Programming, Budgeting, and Execution (PPBE) processes. Developed and led Marine Corps wide stakeholder relations to assist in drafting program requirements, developing plans and goals, and develop strategies for meeting requirement gaps. Only integrator for all Marine Corps C4 and Intelligence systems during the Global War on Terror. Assessed Urgent Universal Need Statements (UUNS) using DOTMLPF-P assessments to determine approach to filling capability gaps and providing needed capabilities to Marines in the combat zone as quickly as possible.
