About Daniel Rader

Seasoned legal, governance, operations, compliance, knowledge management / intellectual property, tax, philanthropy, grant-making, and investment management professional with nearly 25 years practice experience serving tax-exempt and governmental entities. Currently, engaged by the Council on Foundations (Spring 2020 through present) to develop a guide and associated professional development training for foundations and nonprofits to engage with the federal government through assistance funding, grants, public-private partnerships and other collaborative relationships that advance shared public and charitable purposes. The guide will update our earlier Great Recession resource, The Essentials For Collaboration Between Foundations and Government (2010) to conform to the government’s 2013 adoption of the Uniform Administrative Requirements, Cost Principles, and Audit Principles for Federal Awards, 2 CFR Part 200 (also known as the “Uniform Guidance”) and the Office of Management and Budget’s Final Guidance for Grants and Agreements that substantially revised the Uniform Guidance published on August 13, 2020, 85 FR 49506. The guide is designed to: make getting started easier by introducing the Grants.gov website and Workspace, the grants management platform; highlight hot topics and provide quick practitioner tips; address traditional concerns about working with government (co-funding opportunities and forms of engagement, impacts to lobbying / public advocacy activities, and audit); and provide links to relevant technical resources and information. In December 2019, completed a five-month consulting engagement with the nonprofit social enterprise Farms Work Wonders in rural West Virginia, while also providing ad hoc consulting and coaching services to a private grant making foundation and its senior management. Specifically designed, negotiated and oriented to parallel and support chief operating officer functionalities, the consultancy encompassed providing technical and expert operational, tax, enterprise risk management, environmental / health and safety, contract and grant transactions, financial management / accounting, human resources, board management / succession, social media and intellectual property services to advance organizational structure, compliance, governance, and the accomplishment of stakeholder- and mission-critical priorities.
