You have to make tough decisions. Which industries currently have the talent to be a world leader in Ontario? Which industries will be around in 5, 10, 20 and 50 years from now? Should we promote basic research, applied research, or a mix of both? Which industries should we develop from the ground up? Should we support the few global Canadian international companies, or should we focus on SMEs?The types of stimulus to be used is an important question still unanswered. Capital injections into already successful business is akin to picking winners, and brings up concerns of "corporate welfare". Subsidizing certain industries provides focused growth, but has free market concerns as well as potentially missing out on new industries that are now losing talent to subsidized ones. The American brain drain is a problem as well, as home grown talent or businesses funded by the government can either be recruited or bought by American corporations, with the Ontario tax payer footing the bill.During my time at the ministry I learned there are no easy answers to any of these questions. The government is doing a combination of many of the ideas mentioned here. I was involved with the crucial process of separating valuable research from the noise, as decision making fueled by data driven research is the only way to run a government and raise a world class, multifaceted economy. In a perfect world this would be a simple coordination task to get running. Things are never as simple in the real world. Many hospitals use their own, built in-house software for patient files. Some doctors do not see benefits to their own practice in exchange for compliance and additional costs on their end. Software providers continuously update their client management applications, and there are many big players in the market. Security is an enormous concern which must be handled with the utmost caution, planning and competence to protect a data store of such size and with such value and personal content.Ever changing technology is always an important factor that must be managed. Data servers must be constantly replaced, software architecture must plan for hardware and software improvements that are still being developed. Big data must be accommodated for at every step of the way to truly reap the benefits of such large scale data collection. I assisted the executive team in this massive task by facilitating cross departmental knowledge transfer meetings, breaking down silos and providing an environment where informed decisions could be made. A fundamental truth I have taken from my university experience is that reasonable people can disagree on a variety of issues. This expands beyond simple political views or academic research positions. Entire societies can be arranged differently. Systems of law can be based on fundamentally different assumptions about the world. The interesting thing is these different methods can work, potentially as well as our own way of doing things.My time in Frankfurt was spent expanding my intellectual breadth of knowledge. I was learning German twice a week. The first couple of classes were dedicated to the history of the city, spanning back 1,000 years, in stark contrast to our very young nation. The most employment related knowledge I acquired was how the German and European Union legal systems worked. Our Federalist system, both here and in the United States is usefully comparable to the EU. In North America we have had great success overall balancing the needs of the provinces with a central federal government. Centralized government has it uses, especially in our globalized world today where economies of scale are almost required to compete internationally. The EU has run into greater issues due to the fact that their union is a merger of countries with very distinct histories running back centuries. Economic disparities between European countries make fair fiscal policy difficult, with many of the richer nations receiving a comparatively larger chunk of the benefits of centralized government. Recent disagreements on immigration policy we have seen recently in the news is also symbolic of the divide between the west and the east. These differences in systems will make me a more creative lawyer. Show less
