The Director of Planning is responsible for the oversight and coordination of all administrative details of the municipal planning operation for the Village of Mamaroneck, and advises the municipal government with respect to the physical development of the Village. The Director exercises supervision over professional, technical and clerical personnel. Work generally involves the following:- Makes recommendations in the formulation of policies and procedures for carrying out the planning functions of the municipality.- Prepares programming and continuing analysis and revisions in the comprehensive master plan.- Receives applications for proposed subdivisions for Planning Board.- Analyzes, studies and recommends development concepts with development controls.- Consults with private developer and individuals with respect to land use and property development.- Consults with public officials within the Village to ascertain their needs in relation to subdivision processing.- Advises the Board with respect to zoning changes.- Reviews materials submitted for the Planning Board and the Zoning Board and makes recommendations either by report or in person so that the Boards have complete, concise and factual data available.- Maintains liaison with community groups, schools, neighboring and other communities, Town and Village officials and County officials.- Uses computer applications such as spreadsheets, word processing, calendar, e-mail, database, GIS, CAD and related software packages in performing work assignments.- Prepares reports and sketches of a difficult technical nature pertaining to surveys, studies and projects.- Makes field investigations relating to projects in process.- Attends meeting of municipal Boards.

• Advance the planning, design and administration of community revitalization and transit-oriented development (TOD) projects and programs: - Reimagine Transit initiative to rethink and upgrade the entire Suffolk County Transit (SCT) bus network for ridership and coverage needs. - Bus Rapid Transit (BRT) design and implementation for the Route 110 and Nicolls Road corridors with 25+ new passenger stations. - Active Transportation/Walkability Pan for Babylon Village.• Conduct team visioning and community planning activities with involved stakeholders, elected and appointed officials, and members of the public.• Implement plans to address to address key issues and improve transportation systems, public areas and parklands as companion measures to upgrade the County’s types of housing and business properties.• Develop methods to improve local and regional economies through the use of innovative design for buildings, transit systems and other public spaces.

• Directed a staff of planning and other professionals, and managed selected consultants: - Leadership to advance Penn Station Access (PSA), a multi-disciplinary project that will provide Metro-North customers with direct service to Penn Station by diverting New Haven Line (NHL) trains via Amtrak’s Hell Gate Line, stopping at four new stations in the eastern Bronx. - Management and coordination to identify and resolve planning, de-sign and implementation issues of the East Side Access (ESA) project, consisting of a new underground passenger rail terminal for Long Island Rail Road (LIRR). - Facilitation and advancement of NHL Yard Feasibility Study to identify potential new and re-purposed revenue and maintenance yards that will support the lines’ growth and changing commuting patterns.• Key point of contact for the development and monitoring of the multi-agency Rail Activation Plan (RAP), the operational readiness structure getting the PSA and ESA projects ready for opening day revenue service.• Provided strategic technical assistance regarding meeting key performance indicators (KPIs) for ongoing and potential capital projects at the MTA.• Coordinated with study partners, external agencies, local, state and elected officials, and with the general public for various project aspects.• Facilitated effective interdepartmental teamwork and multi-agency coordination with Amtrak, CSX/freight carriers and other stakeholders.• Technical review and analyses on strategic impacts related to service of existing and projected customer flow and passenger experience in Grand Central Terminal (GCT).• Provided assistance in developing Memorandum of Understandings (MOUs), Concurrences and other legal agreements while assessing and negotiating cost sharing and Force Account expenditures with involved agencies.• Assisted with other system expansion and transportation projects, including roll out of MNR’s Enterprise Geographic Information Systems (GIS).
