Provides program-level supervision of Operations and Maintenance (O&M) engineering involving maintenance, repair, upgrade, and operations of complex building systems, such as electrical, heating ventilation and air conditioning (HVAC), fire suppression, environmental controls, and alarm systems. Develops work packages and provides technical direction to a team of facility engineers for re-capitalization projects and infrastructure sustainment activities. Initiates and analyzes complex engineering studies to include reliability, maintainability, and availability (RMA) reports. Formulates short and long-term infrastructure strategy plans to accommodate emergent Ballistic Missile Defense (BMD) operations, research, test, and development programs. Performs strategic planning and recapitalization analyses to accommodate mission growth, ensuring engineering schedules and plans are responsive to budgetary constraints. Works closely with senior agency decision makers to provide unique temporary and permanent facility and environment support for conferences, seminars, and international events associated with missile defense policy development and integration into Homeland Security plans.

Prepares and briefs contract program management reviews assessing contractor performance. Project Management – Identifies project requirements for emerging research and development (R&D) missions and infrastructure capital improvements. Develops program objectives, milestones, and lifecycle execution plans. Develops and defends major engineering projects and minor modifications necessary to meet evolving missile defense requirements. Analyzes Architecture and Engineering (A&E) and in-house design submissions relating to construction, renovation, and improvement projects to determine infrastructural compatibility, maintainability, and functionality. Supports the systems engineering process by defining project concepts, delineating needs and requirements, assessing project designs, and overseeing contractual execution for the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and facilities.
