Acquisition Lead/Program Manager – Operate at very senior levels throughout the Missile Defense Agency (MDA) to establish strategic direction for a large, multi-billion dollar acquisition for research and development services. Promote continuity and consistency across the BMDS enterprise for a critical MDA need and provide program leadership and an integrated acquisition approach towards contractual execution. Formally chartered to lead a large cross-functional Integrated Project Team (IPT) in the development of a comprehensive contract requirements package supporting national/international Department of Defense (DoD) imperatives. Lead acquisition strategy efforts for key MDA enterprise contract requirements and provide MDA leadership thorough recommendations based on comprehensive analytic findings and statutory/regulatory criterion.

General Engineering – Provides infrastructure and environmental engineering expertise at the Missile Defense Integration and Operations Center (MDIOC) for the MDA as Chief, Sustainment Engineering. Oversees fiscal, operational, and administrative management of the MDIOC Infrastructure/Environment program; serves as principal point of representation and liaison with external constituencies on infrastructural matters, and provides day-to-day technical/professional guidance and leadership as appropriate. Provides expert advice to the MDIOC Chief Engineer regarding management of civil, mechanical, electrical, and environmental engineering disciplines. Provides program-level supervision of Operations and Maintenance (O&M) engineering involving maintenance, repair, upgrade, and operations of complex building systems, such as electrical, heating ventilation and air conditioning (HVAC), fire suppression, environmental controls, and alarm systems. Develops work packages and provides technical direction to a team of facility engineers for re-capitalization projects and infrastructure sustainment activities. Initiates and analyzes complex engineering studies to include reliability, maintainability, and availability (RMA) reports. Formulates short and long-term infrastructure strategy plans to accommodate emergent Ballistic Missile Defense (BMD) operations, research, test, and development programs. Performs strategic planning and recapitalization analyses to accommodate mission growth, ensuring engineering schedules and plans are responsive to budgetary constraints. Works closely with senior agency decision makers to provide unique temporary and permanent facility and environment support for conferences, seminars, and international events associated with missile defense policy development and integration into Homeland Security plans.

Program Management – Prepares and defends annual budget inputs to the President’s Budget (PB) and DoD Program Objectives Memorandum (POM). Develops Statements of Work (SOW), Task Orders (TOs), and technical direction to effectively structure contract support to execute engineering requirements. Provides technical support to tenant projects to include preliminary project scope definition, participation in or conducting design reviews, Integrated Product Teams, coordination meetings, testing, and integration of tenant projects into the MDIOC infrastructure. Analyze complex proposal submissions that include design/material costs, labor expenditures, Information Technology expenses, and other related costs ensuring cost/schedule plans are fair and reasonable. Assesses contract proposal, and develops negotiation positions for the government. Evaluates and monitors contract execution using Earned Value Management techniques to assess the progress of contract efforts against aggressive cost, schedule, and performance objectives. Prepares and briefs contract program management reviews assessing contractor performance. Project Management – Identifies project requirements for emerging research and development (R&D) missions and infrastructure capital improvements. Develops program objectives, milestones, and lifecycle execution plans. Develops and defends major engineering projects and minor modifications necessary to meet evolving missile defense requirements. Analyzes Architecture and Engineering (A&E) and in-house design submissions relating to construction, renovation, and improvement projects to determine infrastructural compatibility, maintainability, and functionality. Supports the systems engineering process by defining project concepts, delineating needs and requirements, assessing project designs, and overseeing contractual execution for the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and facilities.
