•Developed the original strategy and governance model for the Business Resiliency Department; This strategic initiative aligned company policies and goals with the vision and direction of the new department.•Oversaw the guidance, direction and management of the Business Resiliency training and exercise program for over 500 employees rostered on cross-functional teams.•Filled leadership roles during numerous disaster response operations from wildfire response to security incidents.•Designed, facilitated and implemented numerous full-scale exercises and executive-level workshops with participation across multiple Operating Units, other utilities and external stakeholders from the local, state, and Federal government. These drills ranged in focus from strategic / policy level issues, to tactical response coordination for major disaster and security incidents.

FEMA HQ, Senior Policy Advisory• Advised the Assistant Administrator on internal agency response capabilities and led the overhaul the training and education program for FEMA response teams, as well as the qualification requirements for the national planning cadre.• Developed and implemented FEMA’s first National Training Academy. The 12-week educational program, with over 100 support staff, was the first in the nation to align Federal policy in emergency management with crisis leadership, simulation exercises, human resource management, and technical skill development.• Oversaw the Situational Awareness Section of the National Response and Coordination Center to help provide updates to the White House during disaster operations. This included managing 40 staff in a dynamic and fast-paced environment; responded to numerous Presidentially declared disasters.FEMA Region IX, Lead Planner • Served as a planner on the Region IX Incident Management Assistance Team (IMAT) and participated in disaster response and recovery efforts across the nation.• Managed the implementation, prioritization and evaluation of over $30 million in regional grant funds used to support catastrophic planning, training, and exercise initiatives across major metropolitan areas.DHS HQ, Preparedness Officer • Preparedness Officer for the state of California; responsible for both financial and programmatic oversight for over $1 billion in financial assistance, to include grant monitoring and technical assistance.• Led coordination to identify funding priorities across numerous state and local emergency management agencies, as well as first responders and private-sector partners such as training and exercise programs.
