I work in the Rate Enforcement Bureau ("REB") of the California Department of Insurance ("CDI"), which enforces the provisions of Proposition 103 and other laws pertaining to the availability and affordability of insurance and the rating and underwriting practices of property and casualty insurers. REB represents CDI's position in prior approval rate hearings before an Administrative Law Judge. REB provides legal support to the CDI's Rate Regulation Branch, and legal assistance for issues related to the California Earthquake Authority, the Commissioner's Disaster Initiatives, the California Automobile Assigned Risk Plan, and the California Low Cost Automobile Insurance Program. REB provides legal opinions, legislative analyses, legal support in connection with various litigation matters, and promulgates regulations.

I helped ensure, among other things, that a free legal hotline and pro bono attorneys were available to help survivors of major disasters. This was a volunteer position.

I focused primarily on implementing the organization's Advocacy and Action program but also assisted with the Roadmap to Recovery and Preparedness programs. My primary responsibilities included: coordinating and drafting amicus curiae briefs on behalf of policyholders in insurance coverage cases nationwide; researching trends in insurance law; working with partner non-profits (primarily to provide legal assistance to disaster survivors), state and federal agencies, attorneys, claim professionals, and academic institutions; assisted the Executive Director and staff on pro-consumer legislative and regulatory initiatives and policy work, including testimony and speaking engagements.

I was an intern reporting to the Legal Director (then Water Quality Program Director) following the Illinois bar exam. I assisted with legal research and writing assignments, discharge permit tracking for major industrial sources, and advocacy work in partnership with local, state, and federal agencies and stakeholders related to preserving water quality in the Great Lakes.
