I oversee teams working on federal and state advocacy, litigation, and policy development focused on a range of cutting-edge democracy and rule of law issues. I am the author or co-author of a number of nationally-recognized publications and serve as a frequent media contributor. I have also provided policy advice and other assistance to legislators and other officials in Washington and across the country, and have delivered testimony and briefings to Congress, state legislatures, and federal and state agencies.

I worked as senior legal counsel to FEC Commissioner Ellen L. Weintraub, including during her terms as Chair (2013) and Vice Chair (2012) of the agency. I advised Commissioner Weintraub on a broad range of issues under the First Amendment, the Federal Election Campaign Act, the Administrative Procedure Act, and other laws and regulations. I also assisted with most aspects of agency management of the agency, including enforcement oversight, rulemaking, responding to congressional oversight, and the implementation of internal agency policies and procedures.
