Operations Turnaround SuperintendentPhillips 66 Mar 2023 - PresentHouston, Texas, UsAssigned special Operations Turnaround role where I assisted in the transition of the facility from crude oil to a renewables facility, focusing on shutdown and turnaround planning activities.Mentored and supervised a team of 3 Front Line Supervisors including 10 Union stewards assigned on special turnaround planning assignments to prepare for conversion from crude to renewables facility.Liaison between RTI and P66 with refinery wide chemical clean plan.Assisted Outside Battery Limits line cleaning and scheduling for turnaround.Revised refinery operating procedures with Rodeo Renewed changes and trained Shift Organization personnel.Developed critical shutdown timelines to ensure Operations handed over critical units to maintenance in a timely manner.Developed the new $35MM Bulk area controllable cost budget for 2024 for renewables conversion facility. -
Bulk Area SuperintendentPhillips 66 Nov 2021 - Apr 2023Houston, Texas, UsResponsible for safe, environmentally responsible, and reliable operation of logistics and utilities for 80,000 bpd refinery, which included pipeline shipping and receiving, marine terminal, railroad, cogen, hydrogen, steam, and waste water treatment facilities.Managed and developed budget for the $65MM controllable cost budget.Supervised 8 front-line operations supervisors. Indirectly (second-line) supervised approximately 70 union represented operators.Reduced open action items from 82 to roughly 54 during my tenure.Safely completed waste water outage, steam boiler outage, and hydrogen plant boiler outage without recordable injuries or process safety events.Converted and turned over 4 tanks to allow for facility conversion to renewables. -
Operations Engineering SuperintendentPhillips 66 Jan 2021 - Nov 2021Houston, Texas, UsMentored and managed 9 Operations Engineers throughout the refinery.Assisted refinery with on demand issues, such as loss of steam turbines, loss of crude feed, high fuel gas balance, excess hydrogen venting, etc...Developed weekly Operations Engineering meetings to better align engineers on expectations and further develop their technical knowledge.Developed Operations Engineering training documentation to better assist engineers in transitioning to their new roles.Assisted Operations Engineers on cost savings/yield improvement projects such as unconverted gas oil minimization, unconverted oil minimization, yield maximization, and chemical reduction costs. -
Refinery Planning EngineerPhillips 66 Mar 2018 - Jan 2021Houston, Texas, UsResponsible for optimizing the refinery to ensure the highest revenue.Track economics and optimization efforts via the Refinery Business Improvement Initiative. Accountable for all intermediate inventories within the refinery.Responsible for communicating unit rates, optimization cut points, and specifications to operations and engineers. Develop weekly production plan and communicate to Operations, as well as and develop Short Term Operating Plan for future out months.Develop Turnaround operating plans including a pre-turnaround inventory build plan to maximize profit.Responsible for scheduling and planning Dock Scheduling to ensure appropriate feed inventories within refinery are sustained, minimize vessel conflicts, and minimize vessel demurrage.Successfully worked with commercial, scheduling, maintenance departments, to coordinate a 9-day pipeline outage, which allowed the continuation of downstream running unit to continue operating at planned rate without any impacts.Implemented the 2018 detailed tank inventory forecast to project gas oil purchases, sour diesel purchases, resid sales, and naphtha tank build inventory during major Crude and Naphtha Hydrotreaters Outage. This resulted in securing 0.2MM barrels of sour diesel and 1.6MM of gas oil within a six week timeframe, which allowed the Hydrocrackers to maintain full and allowed for the Sour Diesel unit to continue operating. Estimated earnings of $11MM. Implemented 2019 detailed tank inventory forecast to project gas oil movements to ensure optimal crude runs achieved per LP planning targets for 2019 Hydrocracker outage. The planning resulted forecasting to move a total ~1.5MM barrels of gas oil within a two-month period. The large volume of transfers utilized one line, so close coordination was required to ensure tanks were in optimal service and detailed turnaround gas oil planning. -
Hydrocracking Operations EngineerPhillips 66 Apr 2016 - Mar 2018Houston, Texas, UsSupported plant operations to ensure optimum plant yields while utilizing catalyst activity within the hydrocracking area.Maintained safe and healthy work environment via enforcing standards and procedures; complying with regulations.Provided operational management information by collecting, analyzing, and summarizing operating and engineering data and trends.Worked with control group to implement a Hydrogen Optimizer and coordinated with Board Control Operators and Shift Superintendents to utilize and identify the tool for indicators of excess hydrogen. Yielded $1.6MM/year in reduced hydrogen purchased costs.Developed project to debottleneck the Debutanizer with minimal cost and modification, which was successfully implemented during the 2019 Turnaround. The modifications allowed the tower to successfully run the at record rates. Estimated earnings of $7MM/year with higher throughput in gasoline mode.Developed and presented the initial Unicracker work scope for 2019 Turnaround, which included, but not limited to, developing exchanger monitoring tool to determine which exchangers were critical for cleaning, developing Light Gas Oil Hydrocracker Catalyst Request for Proposal, and reviewing engineering areas of improvement to maximize unit operation.Assisted with developing the initial program Unit Catalyst Monitoring Tool for the Light Gas Oil Hydrocracker, which is a mass balance and yield optimization tool. Extensively troubleshot discrepancies with prior monitoring tools and presented results to Sr LP Engineer to update light gas oil hydrocrackers yields and operation. These updates allowed for more accurate refinery optimization with gasoline and diesel mode of operation per updated yield data. -
Operations Engineer- Waste Water Treatment And Oil MovementsPhillips 66 Nov 2014 - Apr 2016Houston, Texas, UsSupported plant operations by identifying and solving operational problems at the Waste Water Treatment Plant and Oil Movements using sound engineering judgement.Maintained safe and healthy work environment by following and enforcing standards and procedures; complying with regulations.Provided operational management information by collecting, analyzing, and summarizing operating and engineering data and trends.Updated tank operation per required standards for safe and efficient use of tank capacity.Developed Reliability Operating Limits for the Waste Water Treatment Plant, Oil Movements, and Tanks.Created and updated Process Book pages for the Waste Water Treatment Plant, Selenium Plant, Oil Movements, Foul Water, and Tankage system to assist in troubleshooting and monitoring unit.Developed project, working closely with water treatment contractor, to safely remove Selenium from the non-phenolic system, which allowed to debottleneck the overall refinery foul water system. Implemented the trial selenium removal process, which was successful and further developed scope for the larger, more permanent facilities at the refinery. The project was a new chemical removal technology proposed by water treatment contractor. -
