EU Market Surveillance Capacity Development Project

Assisting SAMTS President in implementing the government policy in the field of quality infrastructure, conformity assessment and market surveillance of industrial products;Supervising SAMTS activities SAMTS related to market surveillance; metrological supervision; technical inspection of high risk equipment; evaluation, designation and monitoring of CABs (NBs);Issuing legal administrative acts related to violation by economic operators of the provisions of Law on Technical Requirements for Products;Activities regarding to revision/development of national laws/bylaws related the Union harmonization legislation

Assisting SAMTS President in implementing the government policy in the field of quality infrastructure, conformity assessment and market surveillance of industrial productsResponsibilities in the field of SAMTS financial and human resources management; property management; administrative, legal and IT activities

• Assistance to the SAMTS President in implementing the government policy in the field of quality infrastructure, conformity assessment, market surveillance and metrological supervision; • Assessment of competence, technical capacity and management system of candidate national conformity assessment bodies-CABs , incl. assessment of testing laboratories and sub-contractors; • Designation of CABs and notification to the EC and EU Member States – Notified Bodies; • Annual audits (surveillance) of national NBs;• Coordination of the work of national NBs Working Groups;• Representing SAMTS in EC PPE Committee and Working Group;• Member of WELMEC WG 5 Metrological Supervision; • Member of ADCO Group Measuring Instruments; • Revision of national technical legislation in compliance with the New Legislative Framework for marketing of products; • Member of WG for risk identification, assessment and management associated with Agency’s activities in terms of strategic and annual planning;• Assistance to NBs on the implementation of EU NA Directives/Regulations and related harmonized standards.

• In charge of the day-to-day implementation of the Twinning project, incl. financial management and reporting, assistance and provision of technical advice and assistance to the representatives of the partner institution in Tunisia (National Metrology Agency, NMA) and related Ministries and institutions in the field of industrial, scientific and legal metrology, interaction with local government institutions and senior-level national and country level government officials, coordination among EU relevant institutions/authorities and key stakeholders and other implementation partners, incl. Expert under project’s Comp. 1, 2, 3 and 4;• Alignment of the Tunisian technical legislation with the European one in the field of metrology;• Establishment of the Tunisian quality infrastructure and conformity assessments system of measuring instruments and calibration system;• Cooperation with sectoral Technical Centers, Central Analytical and Testing Laboratory, industry and related ministries, incl. ACAA aspects in establishing national quality infrastructure;• Delivering presentations in awareness campaigns for economic operators and stakeholders concerned;• Development of the Tunisian National Metrology System.

• Assistance to the SAMTS president in implementing the government policy in conformity assessment and market surveillance of industrial products and measuring instruments, and technical inspection of high risk equipment; • Project planning and development in the field of metrological supervision, market surveillance and technical inspection of high-risk equipment within Operational Programme “Development of the Competitiveness of the Bulgarian Economy 2007-2013”; • Revision of the national technical legislation in the context of the New Legislative Framework for marketing of products .

•In charge of the day-to-day implementation of the Twinning project, incl. financial management and reporting, assistance and provision of technical advice and assistance to the representatives of the partner institution in Morocco (Directorate for Quality and Standards, DQN) and related Ministries and institutions, interaction with local government institutions and senior-level national and country level government officials, coordination among EU relevant institutions/authorities and key stakeholders and other implementation partners;• Developing of coordination mechanism among stakeholders (Ministries, authorities, private sector, donors) in developing QI strategies and policies; • Delivering advice and sharing experience with relevant units at the Moroccan Ministry of Foreign Affairs responsible for developing and preparing for ACAA in identified priority sectors;• Alignment of the Moroccan technical legislation with the European one in the field of NA Directives (Machinery, Toys, Construction Products, LVD, EMC; training and awareness events); • Establishment of the Moroccan quality infrastructure and conformity assessment system for industrial products; • Establishment of market surveillance system of industrial products; • Delivering presentations in awareness campaigns for economic operators and stakeholders concerned.

• Harmonisation of the Bulgarian technical legislation with the EU one (preparation of legal texts, gap analysis, compliance checking) in the field of NA Directives and in establishing respective quality infrastructure and conformity assessment system;• Project design, implementation, management and monitoring incl. needs assessments and feasibility studies (SMEs/private sector); budget estimations; elaboration of PF, ToR, equipment TSp, projects monthly progress and monitoring reports; participation in tender commissions and project monitoring committees under Phare Programmes;• Drafting positions related to the national progress made in the field of metrology, market surveillance and conformity assessment during the negotiation process under Chapter 1 "Free Movement of Goods";

• Harmonisation of the national technical legislation with the EU one (preparation of legal texts, gap analysis, compliance checking);• Assistance in drafting positions related to the progress made in the field of metrology, market surveillance and conformity assessment during the negotiation process under Chapter 1 "Free Movement of Goods";• Accreditation of testing and calibration laboratories in the field of chemistry; • Organisation of awareness campaigns for economic operators;• Project design, implementation and coordination, incl. development of PF, ToR, equipment TSp, monthly progress and monitoring reports; development of working plans; budget estimations; needs assessments, participation in tender commissions and monitoring committees;

• Accreditation of testing and calibration laboratories in the field of chemistry; • Metrological assurance of measurements of chemical composition of substances and materials; • Certified Reference Materials for chemical composition of substances and materials; • Measuring equipment for measurement of chemical composition – calibration methods;• Harmonization of the Bulgarian technical legislation with the European one in the field of legal metrology – Old and New Approach Directives.
