As Chief Digital Officer he advised the President on digital economy and digital transformation matters. Led the 2018 G20 discussion on Government Transformation during Argentina’s presidency. Was the head of the Digital Government Services for Argentina, leading the design and implementation of the Mi Argentina platform, launched the first digital driving license, the single domain website Argentina.gob.ar, a virtual assistant for maternity and early childhood, Chat Crecer, and the National Plan for Digital Inclusion.Previously I was the head of digital at the Government of the City of Buenos Aires (2007-2015), where he developed the BuenosAires.gob.ar single domain, the mobile application “Cómo Llego”, the citizen assistance system and the call centre phone line 147.In 2019, I was chosen by Apolitical as one of the world’s 20 most influential people in digital government, won a Webby Award in the health category for the virtual assistant Chat Crecer and I’m a TEDx speaker.

When President Macri took office on December 10, 2015, Argentina’s digital government strategy was fragmented. The national Government had more than 1,000 websites, all built in different technologies, from different vendors, and most of the content was institutional information.Argentina is one of many countries fighting to transition from an egov strategy to a digital one. On December 10, 2015, President Macri created the role of Undersecretary of Digital Government. Our one central ambition was to build a personalized Government experience for our citizens, but as the next 4 years would show us, progress wasn’t easy.During 4 years (2015 - 2019) I led, designed and implemented Mi Argentina platform, the single domain website Argentina.gob.ar, the virtual assistant for maternity and early childhood Chat Crecer and the National Plan for Digital Inclusion.Building government as a platform is understanding that the real platform is not government but the citizen. Government must learn to understand and respond to what users need. We must build a platform that allows citizens to access to their information and services that are relevant for them, this is Government entering the last age of the Internet: “Internet of Me”. This transition from being the authority to becoming a commodity or a service provider for citizens is what struggles the most in the minds of public organizations leaders that are trying to walk the path of digital transformation. This is the reason why the government should invest in a digital service team, to navigate this transition. The role of Undersecretary of Digital Government is like running a civic-tech startup, founded in the heart of government. Its north star is: “Building products for citizens.” Above all: doing beats everything. My team have done a lot.
