• Helped create the Federal IDIQ Center which was modeled after the processes and best practices used on TIPSS-3.

• In IRS Customer Service Domain Client Lead role (1999-2005), effectively developed relationships, managed delivery projects, generated demand, and pursued identified opportunities that led to the expansion of business..
• Pursued and won a large business prime award for 3 task areas on the 5 year TIPSS-3 IDIQ contract. Responsible for pursuit strategy, teaming, proposal development, pricing, and negotiations.
• Responsible for the successful program/project management of all task orders located at IRS NCFB which included ICCE ($23M), ITIN ($3M), and ACS ($4M). ICCE developed award winning transactional web applications.
• Successfully secured a $3M sole source contract for IRS ITIN. Responsible for pursuit strategy, technical solution, proposal development, cost estimation, and negotiations.
• Pursued and won the 2 year $23M competitive contract for IRS ICCE. Responsible for win strategy, teaming, technical solution, proposal development, cost estimation, and negotiations.
• Responsible for the successful program/project management of IRS CCP ($26M), IRS CC2001 ($6.7M), and IRS TRIS ($3M). These projects encompassed software development, maintenance, and operations for the applications.

• In Capture Manager role (1997-1998), led the pursuit of international GIS decision support system opportunities in Indonesia, Portugal, Venezuela, and Saudi Arabia through a strategic alliance with Hewlett-Packard.
• Managed three successive and progressively larger, firm fixed price, value-added GIS decision support system integration programs totaling $4.7M. Customized application services for the user interface, TV broadcast.
• Secured 3 contracts with TWC. Responsible for requirements specifications, technical solution, proposal development, and cost estimation.In Technical Director role (1992-1995), effectively developed technical solutions.
• Drove sales of $9M for the PRC GIS product in support of TWC and Kennedy Space Center.
• Managed and architected the $8M PRC meteorological GIS decision support product which included the development of over 1 million lines of code.
• Led 90 people and over 30 subcontractors within the system engineering and software engineering disciplines for the design and development of the Department of Commerce NOAA AWIPS Development Phase program.

In Technical Lead role (1988-1992), managed the $4M system design, the subcontractor specifications, the critical subsystem demonstration, and the functional benchmark demonstration during the Department of Commerce NOAA AWIPS Definition Phase program.
