Assigned to the $319M Falconer Air Operations Center (AOC) Weapon System Sustainment contract by the U.S. Air Force and partnered with Kessel Run, a division of the Air Force Life Cycle Management’s Center’s Digital Directorate, to provide Air Operations Centers around the globe with a reliable, secure and modernized mission system to plan and conduct air operations. Took charge for the engineering, acquiring, fielding, installing, sustainment, and support for radio and computer systems enabling voice and data communications for all the Air Force’s AOC’s globally. Provided systems support TDL aggregation at the theater Joint Interoperability Coordination Cell (JICC) for the Joint Interoperability Control Officer (JICO) to manage theater TDL networks. Accomplishments:Provided engineering and HF expertise to enable future fielding and installation of high-powered Wideband High Frequency (WBHF) capabilities at the AOC’s. Reviewed vendor rough order of magnitude (ROM), military engineering standard compliance, and spectrum supportability for consideration towards Air Combat Command’s (ACC) contractual requirements. Coordinated with the Joint Tactical Network Center (JTNC) Program Executive Office for Command, Control and Communications-Tactical (PEO C3T) and Naval Information Warfare Systems Command (NAVWAR) HF Waveform Repository office responsible for spearheading the DOD’s efforts on HF modernization to acquire current trends, tactics, techniques, and insight on HF Joint All Domain Command and Control (JADC2) considerations. Attended the Air Force Material Command (AFMC) Spectrum Workshop 2024 to stay informed on the unique challenges with the Link-16 Temporary Frequency Authorization (TFA) process necessary to coordinate for TDL co-use emissions with the Federal Aviation Administration.

Managed all RF EMS requirements and de-conflicted EMI issues for U.S., coalition and partner nation personnel encompassing 21 countries in the U.S. Central Command’s (USCENTCOM) area of responsibility (AOR).Expert knowledge of the ITU and NTIA policies, doctrines, and allocation tables. Maintained a database of over 130,000 RFA’s records globally. Supervised and wrote policies, guidance, and regulations that influenced operations for two joint task forces, a subordinate unified command, six service component commands, and over 40 RF spectrum managers across the theater. Responsible assignment authority for all RF supporting all Department of Defense (DoD) mission and exercise requirements in the USCENTCOM AOR. Coordinated with multiple government, non-government, and other government agency organizations for RF analysis between systems and locations using the MC4EB Publication 7 Standard Frequency Action Format (SFAF) as well as international and host-nation restrictions. Performed electromagnetic wave propagation analyses for air, ground, Line-of-Sight (LOS), and Beyond-Line-of-Sight (BLOS) communications systems for RF support, planning, and engineering using Spectrum XXI (SXXI) and Joint Spectrum Database Repository (JSDR). Participated in multiple working groups covering multi-domain EMS dependent systems such as HF networks, CUAS and force protection, Exercises, ISR, and PNT issues. Collaborated with cross-functional teams in a Coalition Joint Task Force (CJTF) environment enabling JEMSO and/or Cyber Electromagnetic Activities (CEMA). Supported Spectrum Supportability Risk Assessment (SSRA) by verifying all technical specifications through Host Nation Spectrum Worldwide Online (HNSWDO), ensuring site survey compliance for new emitter installation, and providing host nation and CCMD feedback to the military services.

Served faithfully and honorably for 21 years with distinction, including three combat deployments.

Coordinated RF clearance and systems analysis of 150 communication support assemblages to over 12 global Army forces command Signal Support Requests (SSR). Advised and provided awareness to the command and subordinate units on possible EMI due to space weather effects and its implications on communications equipment during multiple exercises and operations. Advocated across the DoD for Network Enterprise Technology Command (NETCOM) HF Gateway and Military Auxiliary System (MARS) Program Management priorities. Accomplishments:Identified and corrected improperly utilized key engineering parameters on microwave LOS communications equipment that improved 100% efficiency of unit systems and prevented EMI to local agencies.Acknowledged by Army Forces Command for drafting and publishing a white paper on proper procedures on seeking official RF approval in the United States and possessions for multiband SATCOM emulators and the supported communications equipment.Selected amongst over 50 peers through nomination and interview to serve at a higher position of expertise and responsibility as the USCENTCOM Spectrum Management Superintendent.

Managed RF allocations and over 500 tactical radio communication networks for a cross functional organization that encompassed seven subordinate organizations with over 6,500 personnel and participated in over 12 field trainings, two mission readiness rotations, and two deployments to the CENTCOM and EUCOM AOR. Collaborated and advised the organization’s Electronic Warfare (EW) branch in planning and integrating EW equities into the overall organization’s operations through implemented cross-level training and working groups fostering cross functional teams. Implemented procedures for operating government PNT receivers by conducting awareness and technique training throughout the organization enabling and safeguarding key functions of organization command and control in a contested EME. Accomplishments:Effectively managed the organization’s Advanced Extremely High Frequency (AEHF) Military protected SATCOM program establishing network redundancy when faced with operations in an electromagnetic and SATCOM contested environment.Participated in an immersive professional development opportunity to work within the USASMDC WB and NB SATCOM System Experts office. During this time, gained experience and in-depth knowledge on all aspects of WB and NB SATCOM planning, management, and control with respect to spectrum management. Subjects included the processes for allocation of satellite resources, configuration of satellite payloads to support operational missions, earth station equipment certification, and management of users accessing satellites.While working at USASMDC WB and NB SATCOM System Experts office, developed and executed a briefing to key personnel within the Army senior spectrum community on joint space operation advocating for change in spectrum management duties and educational requirements.

Participated in an immersive professional development opportunity to work within the USASMDC WB and NB SATCOM System Experts office. During this time, gained experience and in-depth knowledge on all aspects of SATCOM planning, management, and space control/EW with respect to EMS management. While working at USASMDC WB and NB Consolidated SATCOM System Expert (C-SSE) office, developed and executed a briefing to key personnel within the Army Senior EMS Manager Community on Joint Space Operation advocating for change in EMS Management duties and educational requirements.

Deployed as a Brigade Spectrum Manger and CEMA Spectrum NCO to Kuwait in the US Central Command (CENTCOM) Area of Responsibility. Responsible for upgrading Duke Electronic Attack devices on military vehicles. Older systems were physically removed and replaced by the newer systems and then tested for functionality and antenna radiation patterns utilizing a Spectrum Analysis tool. This was conducted across multiple countries to include Kuwait and Jordan.Coordinated with Army Central Command (ARCENT) Spectrum Management Office (SMO) for Radio Frequency (RF) requirements for all subordinate units spanning about 10 countries and over 25 bases across the CENTCOM AOR. Conducted Electromagnetic Interference (EMI) deconfliction and resolution for all subordinate and supported units across the AOR utilizing the Rhode ands Schwartz PR-100 Spectrum Analyzer. Resolved over 15 EMI incidents and documented each utilizing Joint Spectrum Interference Resolution Online (JSIRO). Coordinated Satellite Access Requests (SAR) for Narrowband Tactical Satellite (TACSAT) SATCOM giving the Brigade and subordinate Battalions enough dedicated channels to expand their Primary, Alternate, Contingency, and Emergency (PACE) communication requirements. This included several channels releasable to Kuwait for Coalition exercises. Planned and coordinated for RF requirements supporting an AOR High Frequency (HF) network enabling Commanders to communicate beyond line of sight and expand their PACE even further. Maintained a constant state of physical and mental readiness through long hours of work with very little sleep and no breaks. This coupled with being on a constant state of alert due to last minute notification to support operations.Proficient in utilizing Spectrum 21 (SXXI), Automated Communications Engineering Software (ACES), Systems Planning, Engineering, and Evaluation Device (SPEED), Host Nation Spectrum Worldwide Database online (HNSWDO), Joint Integrated SATCOM Tool (JIST).

Served as an Active Duty Army Sentinel Radar Section Chief at Fort Bliss, Texas. Also served as a Battery Headquarters Platoon Sergeant maintaining the personnel who construct and support the Headquarters Command Team. Ensured the deployment readiness of over 10 personnel and two Sentinel Radar Teams, participating in three Battalion and Battery level exercises.Instrumental in training almost 100 personnel on Sentinel radar operations and Forward Area Air Defense (FAAD) system operations in preparation for Afghanistan Deployment. Coordinated with local Raytheon FSR to provide Manufacturer level Subject Matter Expertise on system operation, manipulation, maintenance, and employment. Over half the personnel identified to deployment were never school trained for the systems intended to operate during the deployment. As a Sentinel Radar Section Chief, provided mentorship towards two team leaders and over 8 personnel. Maintained over $30 million worth of equipment with no loss or damage.As a Battery Headquarters Platoon Sergeant, provided Leadership to over 40 personnel at any given time. Maintained over $150 million worth of equipment charged with with turn-in due to unit deactivation. During tenure, facilitated turn-in of almost 90% of equipment ensuring unit deactivation success.

Served as a forward deployed Sentinel Radar site Squad Leader in Eastern Afghanistan. Ensured Equipment and supporting systems were maintained 24 hours - 7 days a week, continued operation with little to no interruptions, and provided the necessary early warning supporting the Region Command Division Headquarters. Provided real time maintenance and identification of failures up until the level of manufacturer level repairs. Coordinated with the Raytheon Field Support Representative (FSR) on equipment failure and manufacture level maintenance and repair. Maintained over $15 million worth of equipment with no controlled loss or damage due to operator error.Ensured the health and well being of 4 personnel, providing guidance and leadership. Coordinated for installation of innovative security measures to ensure personnel safety during maintenance periods of equipment. Provided Radio Frequency (RF) deconfliction and resolution against other spectrum dependent systems adjacent to maintained Radar Site. Maintained a constant state of physical and mental readiness through long hours of shift work with very little sleep and no breaks. This coupled with being on a constant state of alert due to operating in a combat zone.Extremely proficient with the Forward Area Air Defense (FAAD) and Sentinel Radar Systems.

Served as the Air Defense Airspace Management (ADAM) Cell Non-Commissioned Officer (NCO) at the Brigade level on Fort Drum becoming proficient outside his normal duties providing Airspace Management and Air Mission Planning. Assumed Role and provided Aviation Mission Planning for all associated and subordinate unit exercises ensuring all the Air Mission Requests (AMR) were processed and coordinated with the Installation Aviation Unit for support. Assumed role and became proficient on understanding Airspace Management for Brigade Area of Responsibility (AOR) manned and unmanned air movements. Successfully employed these skills with no reported incidents or issues with equipment or aircraft. Knowledge of Unix and Linux languages allowed for understanding of Army Aviation specific system operations. Was proficient in operating the Tactical Airspace Integration System (TAIS).Provided Leadership to one individual at any given time. Maintained over $150,000 worth of equipment with no loss or damage.

Served as an Air Defense Airspace Management (ADAM) Cell Non-Commissioned Officer (NCO) on active duty with the US Army on Fort Drum, NY. Planned, facilitated, and participated in numerous Brigade level functions. Groomed over 50 Battalion and Company level Command Teams through Brigade level leadership onboarding assessments. Ensured ADAM Cell equipment was always on a state of readiness during Global Response Force (GRF) unit requirements and included systems in every situation to keep skills proficient. Ensured subordinates and Cell counterparts were trained and proficient on equipment. Participated in numerous Brigade level exercises, ensuring the Brigade Tactical Operations Center (TOC) Generators, Air conditioning/heating systems, and Power Distribution Centers were well maintained in and out of exercise. Ensured the TOC power weas never interrupted leading to interruptions to training agendas.Exercised personnel and equipment through two Joint Readiness Training Center (JRTC) Brigade Deployment Assessments with great success employing necessary skills to accomplish the mission.Proficient in operating the Air Missile Defense Work Station (AMDWS), Forward Area Air Defense (FAAD), Joint Air Defense System Integrator (JADSI, ADSI) systems.Provided Leadership to one individual at any given time. Deployed to Iraq in support of Operation Iraqi Freedom with the US Army as an Air Defense Air Management (ADAM) Cell Non-Commissioned Officer (NCO) with a Brigade Combat Team. Provided Air Movement Request (AMR) planning, processing, and coordination with the Theater Aviation Unit to 6 subordinate Battalions for over 85 routine air movements per day. Deconflicted and cleared airspaces for operational manned and unmanned air movement requirements, with a strong understanding of air traffic control and air space management. Coordinated with Theater and CENTCOM AOR airspace authorities for clearance. Participated in Theater level Air Defense Early Warning exercises and responded as necessary to simulated Theater Ballistic Missile Threats. Assumed role as the Air Defense Systems Integrator ensuring all associated Computer, radio, servers, and routers were connected appropriately to maintain operational connectivity. Strong understanding of Unix, Linux, and Windows Operating System functions to ensure connectivity and innovation towards productivity. Planned, operated, and maintained the Brigade Tactical Operations Center (TOC) back up Power Plants providing seamless transition of operations during Power outages. Strong understand of various Generators of varying size and capacity, to include power distribution units and structure. Maintained a constant state of physical and mental readiness through long hours of shift work with very little sleep and no breaks. Served as a Sentinel Radar Team Chief (Small Team supervisor) with the US Army on active duty within the South Korean Peninsula.Provided front line early warning for Avenger systems and the overall Air Defense Common Operating Picture (COP). Participating in numerous peninsula wide and Air Defense specific Emergency Deploying Readiness Exercises (EDRE). Provided early warning to the Peninsula at a moments notice and within 3-4 hours fully operational. Operational and maintenance experience of the Sentinel Radar System. Served Active Duty Army in the South Korean Peninsula providing Battery headquarters level Short Range Air Defense awareness to the Commander and subordinate outlying Avenger Missile systems. Participated in numerous US Military and South Korean Military exercises Was directly involved in South Koreans exercises on their bases and tied directly in with their staff. Received recognition from the South Korean Army Division Commanding General. Provided additional duty tax assistance for the 2nd Infantry Division Tax Assistance Center with no significant issues and gained recognition from the 2nd Infantry Division Command Team.Had a strong understanding of Unix language due to all operating systems for computer systems resided on Unix Platforms.
