My dissertation investigated the patterns of human rights violations by law enforcement during their “war” against organized criminal organizations in Mexico. Through a combination of qualitative and quantitative methods, I find systematic evidence that torture and ill-treatment of civilians tend to increase in areas with higher presence of militarized security forces. In turn, improvements in local police institutions tend to mitigate these violations. All analysis holds constant the degree to which predatory criminal organizations are present, levels of drug-war related homicides, and relevant socioeconomic characteristics. • Designed, piloted, advised enumerators’ training by local partner, and implemented remote quality control of an original face-to-face nationally representative survey in Mexico. Survey was a 50+ item-long questionnaire including list experiments, vignette experiments, and vignette experiment using images to identify perceptions on human rights victimization while protecting anonymity of respondents and eliciting truthful responses.• Cleaned, coded using text processing, and pooled data obtained from government sources, including via FOIA requests, to construct a municipal-level panel dataset on human rights complaints and institutional and structural contextual factors. • Merged spatially geocoded industry data on natural resources with panel data set. • Conducted statistical analysis of survey and event data to identify relevant associations, using a diverse set of models including linear, GLM, and hierarchical modeling. • Designed and conducted semi-structured interviews in four Mexican states with diverse set of stakeholders including government officials and members of national civil society and international organizations (approximately 40 interviews). • Analyzed policy documents and historical and sociological related literature, and incorporated insights into my research.
