• Led the evaluation and research team on an $11 million USAID project. Results included an impact analysis of tertiary roads; a baseline impact evaluation of Colombia’s Rural Finance Initiative; a riverine security and development study; an abandoned mines evaluation; a midterm evaluation of the Oro Legal project; various coca production and alternative development studies; and Collaboration, Learning and Adapting activities using survey and interview data.

Islamabad, Pakistan

• Wrote the USAID Citizens’ Voice Project (CVP) final evaluation report and shared lessons with US Embassy; wrote the DELIVER family planning compliance research report; and supported the Gender Equity Program (GEP) evaluation, including design of data collection methodology, data analysis plan, and data collection tools.

• Designed and implemented methodology for Liberia’s Annual School Census, training of 4,600 school principals and 113 District and County Education Officers in data collection and survey completion. Achieved 92% survey coverage (2% above previous year).

Kabul, Afghanistan

• Managed a team of 25 national staff to monitor and verify 862 USAID infrastructure and capacity-building activities ($17.6 million in USAID funds) using data collection techniques across 22 provinces in Afghanistan; conducted two performance evaluations of multi-year US government programs.

New York City

• Wrote the Port Authority Strategic Security Assessment, a comprehensive evaluation of Port Authority’s $4 billion security infrastructure.
