To address increasing threats to water security due to climate change, urbanization, and pollution in Haiti, USAID awarded its five-year, $33 million USAID Eau: Water Security and Systems Strengthening activity as part of the U.S.-Caribbean Partnership to Address the Climate Crisis (PACC 2030). PACC 2030 is the U.S. government’s flagship partnership with the Caribbean to advance climate adaptation, resilience, and clean energy cooperation as we work to achieve the goals of the Paris Agreement and the United Nations Sustainable Development Goals. Haiti also continues to struggle with gang violence and political instability, making access to water for the Haitian people a top concern. As USAID Eau engages with Partners and communities, it will adapt its approaches to the immediate needs of water users and providers.USAID Eau will provide technical support to Haiti’s water service providers and the Ministry of Environment’s Institute for Water Resources Management to improve management of Haiti’s threatened water resources while increasing access to safe drinking water services. The project will help protect water sources from overdraws, wastage, and pollution, while promoting the transition to solar energy for water production. USAID Eau is working to strengthen data management, systems, and partnerships that can help local water managers adapt to climate change. These improvements will make access to water more equitable in Haiti’s secondary cities and targeted areas of Port-au-Prince. By supporting the efforts of Haiti’s National Drinking Water and Sanitation Directorate (DINEPA) and its decentralized utilities, one million Haitians will have access to better managed drinking water services.

Responsible for the technical leadership and in-country management of a $46.7 million 5-year that transformed how the National Water Authority (DINEPA) manages its urban water and sanitation utilities. He managed a team of 60 across 5 locations, including direct supervision of 5 managers with three major subcontractors. Under his leadership, the project focused on helping a targeted group of local water and sanitation utilities to adopt a customer-focused approach to service delivery thereby increasing their service and their revenues. In these targeted areas, the project enabled 318,850 people to gain access to new or improved water services and 82,611 people to gain access to basic or improved sanitation services. The team then worked with DINEPA to help the Port-au-Prince water utility and the other secondary water utilities to adopt the same tools and best practices. As a result, DINEPA’s overall revenues doubled during the life of the project allowing DINEPA to begin reducing it dependency on foreign donors and developing a clear strategy to reaching its goal of providing potable water and sanitation to all of Haiti. He oversaw $5M in direct construction activities, the procurement of $2.8M in pipes, tools, and supplies for the CTEs, $980k in workshops and seminars including five national workshops, and a $1.5M grant fund.

Responsible for managing and growing Cardno’s portfolio of infrastructure and environment projects. Roles included:• Project Director for the USAID-funded Feeder Roads Alternative and Maintenance Program. The goal of this $24.6 million program is to develop a sustainable system for the county governments to manage Liberia’s feeder road network. The program provides training to the county governments, community-based organizations, and the Public Works Ministry to develop and implement the maintenance systems including supervising the rehabilitation of 450 km of roads, piloting the maintenance on 500 km of roads, and surfacing 40 km. I designed the project, hired the project staff, established the office, and supervised the implementation.• Technical Lead for the USAID-funded A&E Services and Quality Assurance and Quality Control for the Port-au-Prince Metropolitan Housing Program. Through this program, I provide technical support to the USAID-Haiti Mission for the implementation of their infrastructure projects in the Port-au-Prince area. Projects that we supported include housing, roads, water, and community infrastructure.• Project Director for the World Bank-funded Urbanization Plan of the Baixa (the historical district of Maputo, Mozambique). I oversaw the completion of the study and the presentation of the results to the Maputo Municipal Council. The plan called for treating the historic district as a PPP, using development fees to finance the upgrading of the historical district.

Directed the operations in Haiti as the company transitioned from disaster reconstruction to building Haiti's future. Miyamoto International is the only international engineering company with a permanent presence in Haiti. We provide engineering solutions to clients who care about the long-term value of their buildings and the safety of those inside them. Projects included:• Design and supervision of 34 schools throughout rural Haiti. Some schools are steel frame and others are reinforced concrete. All are being built by local Haitian contractors but to international standards• Design or Peer Review and Supervision of the major hotels in Port-au-Prince and Cap Haïtien including the Karibe Convention Center and the Kinam Hotel• Design and supervision for the seismic strengthening of the Miragoane and Jacmel Cathedrals.Also leading the effort for Miyamoto International to open new offices around the world.

Secured $60 million in funding for the Haiti program. Involved at every level including developing initial project ideas, discussing with donor counterparts, developing detailed project proposals, contract negotiation, developing work plans, resolving implementation problems, and supervising final report development and submission. Led the implementation of five programs:1. Strengthening civil society organizations and local governments throughout the Southern Peninsula (PRODEP), World Bank, 2003-2012, $50 million.2. Strengthening civil society organizations in the poorest neighborhoods of Port-au-Prince (PRODEPUR), World Bank, 2008-2013, $20 million.3. Assessing the damage to the 400,000 structures damaged by the earthquake, repairing 9,000 earthquake-damaged houses, and training local masons, contractors, and engineers; OFDA, Clinton Bush Haiti Fund, Caterpillar Foundation, and the American Red Cross; $26 million (2010-2012)4. Rebuilding the Delmas 32 neighborhood as a pilot for how Port-au-Prince will be rebuilt, World Bank, $15 million (2011-2013).5. Strengthening small and medium-sized businesses through training and an annual business plan competition, USAID, $12 million (2011-2015).

Directed six-year project to mitigate conflicts and strengthen civil society in the Haiti-Dominican Republic borderlands. These included youth groups, agricultural cooperatives, and community development associations. We also brought in interns from Colombia and worked closely with the Peace Corps. Program successes a national level workshops with the keynote speech by the Dominican President, formation of a Haitian parliamentary committee for border development, producing three books, ten research papers, and a blog that has received over 30,000 different visitors and was a key reference for the Haitian-Dominican border (www.nuestrafrontera.org/wordpress--now defunct) .

Stepped up as Acting Country Director 24 hours after earthquake, bringing PADF’s first load of relief supplies to the city of Port-au-Prince. Reopened PADF’s Haiti office and reorganized staff to shift to providing emergency relief. Led the setup of a supply chain to bring 50 containers of supplies through Santo Domingo and overland to Port-au-Prince. Accelerated work on all existing projects and designed and developed new projects to rebuild Port-au-Prince, including designing and hiring staff for the highly successful damage assessment program. Through this program, implemented with Miyamoto International and UNOPS, assessed the damage to 400,000 structures in Port-au-Prince to determine if they were safe for use. Based on the success of this project, developed a program to repair masonry houses using improved construction techniques and repaired 2,000 houses, allowing thousands of Haitians to safely return home. Trained hundreds of masons in improved construction techniques, cited by donors and the international press as one of the significant successes of the post-earthquake reconstruction.
