Administrative Services Bureau - Technology Support Unit

Detective Division - Crime Analysis Section

Supervised, trained, coordinated, and directed the work flow of the crime analysts assigned to the Crime Analysis Section. Responsible for the unit’s collection, collation and analysis of crime data to identify existing and developing crime patterns; Monitored and evaluated the job performance of subordinates; prepared and reviewed performance evaluations; handled disciplinary actions; and approved and monitored leave requests; Planned, coordinated and reviewed work assignments, projects, and programs. Oversaw the crime analysis process using various research methods and tools to track crime incidents; Provided complex statistical reports and identified crime and forecast trends as it related to the community at large; Created charts, graphs, maps and spreadsheets based on temporal, location, or sequence of criminal operations or activities based on analysis of data or information. Responded to Freedom of Information Act (FOIA) requests; Coordinated, prepared, and presented current crime trends and patterns for presentation at departmental COMPSTAT meetings for departmental command staff. Attended meetings and served as a liaison with national, state, regional crime analysis and law enforcement agencies on crime information, trends, and series. Performed other duties as assigned.

Detective Division - General Assignment Section

Supervised investigators assigned to the General Assignment Section of the Detective Division. Maintained logs, prepared reports, and directed the preparation, handling, and maintenance of divisional records. Ensured personnel were updated on policies and regulations, new and/or amended laws, and other information as necessary. Prepared work schedules and assigned caseloads to subordinates. Coordinated with court personnel and other agencies on cases as needed. Provided training for staff. Vice And Narcotics Division

Investigated and apprehended persons suspected of illegal sale or use of controlled substances; Compiled and maintained intelligence regarding information on persons suspected or charged with selling controlled substances, and places where illegal narcotics activities were believed to be conducted; Maintained surveillance of suspects to detect evidence of behavior consistent with the illegal distribution of controlled substances; Obtained police funds to make purchases of controlled substances as part of ongoing investigations; Submitted written reports containing charges, available facts, and evidence to a Magistrate to obtain search warrants or wiretaps; Observed and photographed narcotic purchases to compile evidence for ongoing investigations; provided support and protection for undercover investigators; Arrested narcotics offenders; Obtained statements to be used for the prosecution of offenders; appeared in court as an expert witness; Assisted the Commonwealth’s Attorney’s office with the prosecution of cases.

Crime Prevention Unit

Developed, organized, and presented public outreach activities and programs related to crime prevention, and served as a liaison between the community and City departments. Made recommendations regarding crime prevention through environmental design to residents, apartment managers/owners, and businesses. Implemented and managed the Business Watch program to educate businesses about crime awareness and prevention issues. Prepared and made presentations to businesses and business organizations on issues related to safety in the workplace, and prevention of retail related crimes. Implemented and managed Neighborhood/Apartment Watch programs to educate citizens about crime awareness, prevention, safety and reporting issues. Prepared and made presentations to civic leagues, neighborhood groups, and others on such issues as personal safety, child abuse, burglary, drug abuse, juvenile delinquency, and dispute resolution. Reviewed residential and/or commercial development applications; conducted site checks, and made safety recommendations to planning staff; met with affected City departments and development professionals to resolve security issues. Developed a variety of informational brochures, handouts, newsletter articles, and audio-visual presentations related to crime prevention awareness. Developed a Hispanic Community Crime Prevention Officer program, and prepared a grant application to fund the position.

Norfolk Police Training Academy

Provided initial academy training for new police recruits, as well as in-service training for seasoned officers. Responsible for teaching diverse subjects such as legal issues, cultural diversity, interpersonal communications, crisis intervention, patrol techniques, preliminary investigations, etc. Certified as a General Instructor, Firearms Instructor, Emergency Vehicle Operations (Driving) Instructor, Defensive Tactics Instructor, and Field Training Instructor. In addition to providing instruction, the duties included but were not limited to:• Developing 26 week instructional schedules for basic recruit academies• Developing lesson plans• Identifying needs and opportunities for new training• Researching changes in law and court decisions• Reviewing new tactics and trends in law enforcement techniques• Identifying new law enforcement technologies• Producing training bulletins• Writing reports and recommendations

Field Operation Bureau, Second Patrol Division

Assigned primarily to a patrol division. Enforced state and local laws. Responded to calls for service. Maintained visibility for crime deterrence as well as accessibility. Performed a variety of patrol duties related to the protection of life, property and the preservation of the constitutional rights of citizens. Conducted criminal and traffic investigations, conducted field interviews, served warrants, subpoenas and other court papers, issued summonses and made arrests, watched for criminal, suspicious, or hazardous situations and took appropriate police action as necessary. Provided assistance and information to the public, and assisted in the prosecution of offenders. Maintained administrative requirements, qualifications, and certifications as necessary.

In addition, Intelligence Specialists prepare detailed reports that summarize the information gathered into a format relevant to their target audience. The information disseminated by IS may provide key personnel with vital intelligence that has strategic and tactical implications affecting situations all over the world.Intelligence Specialists designated as Naval Imagery Interpreters are responsible for supervising and analyzing aerial, ground, and maritime imagery developed by photographic and electronic means. Some of the imagery that may be analyzed includes:• Aerial photographs of foreign ships, bases and missile sites• Imagery used for special operations, reconnaissance, and surveillance missions• Imagery of machinery or equipment to determine usage, and tactical or strategic capabilities • Photographs of documents • Imagery that defines coordinates for accurate location of targets• Imagery that identifies enemy weapons and equipment• Pre-engagement images of areas that could become battlegrounds
