Provide strategic and technical direction to improving data collection, analysis, and evidence-based decision making for the DOD HIV/AIDS Prevention Program, an implementing agency of the Presidential Emergency Program for AIDS Relief (PEPFAR). Responsible for the development and implementing of the monitoring, evaluation, learning and adaptation plan for the project and overseeing M&E work on field-based activities. Routinely monitor implementation and progress toward reaching goals, objectives, and specific activity targets as well as guide the development of new indicators and analyses including data quality assessments, quality assurance programs, and impact evaluations in more than thirty countries across INDOPACOM, SOUTHCOM and AFRICOM.

Design, implement, and evaluate core and enhanced public health surveillance projects, including conducting analysis across multiple complex datasets, including HIV prevention, HIV care and treatment, STD, and hospitalizations records. Lead the development of innovative informatics and data collection, management, and analysis systems, and identify and implement strategies for improving existing systems. Develop protocols and guidelines and provide information and technical assistance to support local health jurisdiction, community-based organization, clinical, and other program partners. Create key performance indicators and identify opportunities for continuous quality improvement.

Work closely with the Principal Investigator (PI), study staff, clinical staff, and sponsoring agencies to coordinate and manage various single and multi-site studies from inception to the end of the funding period. Responsibilities included: maintaining regulatory compliance, screening patients to determine eligibility, completing study enrollment activities, monitoring and reporting adverse events and unanticipated events, providing clinical follow up in inpatient and outpatient settings, coordinating protocol related research procedures, study visits, and follow up appointments, completing and overseeing data entry and data management, maintaining source documentation in an organized manner, and training healthcare personnel on study protocols to ensure adherence at the direction of the PI.
