Ms. Kearsley has over 13 years planning and implementing site characterization and remedial investigations of discharges at petroleum, chemical and industrial sites, and storage tank facilities. Ms. Kearsley currently has the role of her office's Health and Safety Representative where she addresses safety initiatives, programs, and performance at the local level. She has prepared and implemented Spill Prevention, Control, and Countermeasure Plan (SPCC) and Stormwater Pollution and Prevention Plans (SPPP) for the purpose of ensuring that remediation activities would be conducted in accordance with permit requirements. She manages routine operation and maintenance tasks associated with post remedial action activities at terminal sites in Staten Island, New York and Hastings, New York. Ms. Kearsley has a proficient understanding of the rigorous Health and Safety requirements and complex management expectations of her clients. She has managed investigations involving discharges of petroleum products, chlorinated solvents, PCBs, and metals in diverse hydrogeologic settings, including coastal plain sediments, glacio/lacustrine deposits, and fractured bedrock. Ms. Kearsley has supervised the installation of numerous test borings, monitoring, recovery, and injection well networks, managed ground water and soil sampling events, and provided oversight as part of system operation and maintenance, soil vapor extraction/air sparging pilot testing and aquifer testing. She developed plume migration site-specific models for estimating Classification Exception Areas (CEAs) and contributed to the closure of over 11 remediation projects and the discontinuation of active remediation at more than 25 retail gasoline sites throughout New Jersey.
