Current• Functions as the technical expert in the professional work of procurement of equipment, services, supplies, information technology, and other needs which must be obtained through the competitive procurement process, negotiated procurement process, and other procurement methods. • Provide advance level work while assisting the Director of Procurement and Contract Management in managing the full scope of the Agency's procurement activities in accordance with COMAR Title 21.• Solicit, evaluate, negotiate, and award contracts according to the State procurement laws, regulations, and procedures. Interacts with all levels of management to ensure procurement needs are met within a timely manner and will serve as backup in the absence of the Director of Procurement and Contracts.• Required to work with department subject matter experts or executive staff to help develop specifications and may be required to conduct specialized research on contracts. • Communicate with suppliers, contractors, and department officials and employees regarding purchase requisitions, specifications, bids, contracts, and orders.• Draft, review, and comparison of specifications and prices of competitive items. • Evaluate of proposals, bids, and quotations; and the awarding, final negotiation, and/or• recommendation of contract awards within prescribed limits.
