• Provide counsel to management on employment laws, rules and regulations, including Title VII, ADA, ADEA, FMLA, VEOA and USERR; advise management and human resources specialists regarding compliance with lengthy collective bargaining agreement between the IRS and the National Treasury Employees Union (NTEU).• Provide legal advice and litigation representation to IRS management on labor, personnel, and discrimination matters, including but not limited to issues involving contract negotiation, interpretation and application, impact and implementation bargaining, past practice, unfair labor practices, employee performance, conduct and discipline, leave issues, and allegations of unlawful EEO discrimination and prohibited personnel practices.• Litigate large inventory of federal sector cases in the areas of traditional labor relations and employment discrimination before the Merit Systems Protection Board, Federal Labor Relations Authority, Equal Employment Opportunity Commission, and third parties in arbitration, including cases with high visibility and/or sensitivity.• Engage in extensive motion practice, discovery, settlement negotiations, mediation, and ADR.• Render litigation support to the Department of Justice as outside counsel on suits filed under federal labor and employment laws.

• Designed syllabus and content for Advanced Legal Writing course on labor & employment law.• Taught course material to second- and third-year law students utilizing various teaching techniques, including lecture, PowerPoint, group discussion and in-class writing and practical exercises.
