UMEX has between 10 and 15 ongoing projects at any given time, ranging from minor modernizations to impactful investments with budgets in the tens of millions of Euros. In order to ensure the smooth and timely implementation of these goals, my role is to coordinate a project management team with varied and specific skills as well as liaise with other departments and stakeholders.

Brought on to handle two ambitious projects by one amazing company, it’s been a fulfilling ride with challenges still to come. So, since 2019, when I’ve taken on this role in the development and execution of a Bulk Cargo Terminal and a Grain Terminal in the Port of Constanța, I’ve been hard at work managing the cumulative inputs of technology and technical design teams, in line with stakeholder expectations, and now making sure that vision gets built into reality.No easy task, admittingly, since it implied coordinating with teams and individuals across cities and countries, while adjusting for the needs of management, shareholders, and authorities, to cite just a few. It took a little bit of everything I’ve learned so far and put it thoroughly to the test while forcing me to learn and adapt.

With a select network of impeccably chosen collaborators, a small consultancy firm with a firm taste for coordination and efficiency can achieve truly grand objectives. And our experience recommends us for a variety of missions, from the very simple, when mastery is required, to the quite complex, if effectiveness is warranted: project management, attracting public or European funding, contract supervision, public acquisitions, etc.

As a Projects Consultant, I was tasked with analyzing contracts that TPF Inginerie SRL considered engaging in by determining resources needed (both human and material), budgeting, and planning(using Microsoft Project). These contracts covered a wide range of services, such as preparingfeasibility studies, project management consultancy, works supervision, technical design, preparingapplications for EU funding, etc. Should a contract be deemed desirable, I prepared technical offerspresenting aspects of TPF Inginerie SRL's approach to the project (methodology, detailed activities,resources, risks, team structure, responsibilities, etc.), usually to be used in public procurementprocedures.

I supervised a team of 5 contract managers in preparing and implementing water and wastewaterinvestments in Constan a County with an estimated cost of 115 million Euros ț (VAT excluded)consisting of wastewater treatment plants, water treatment plants, pumping stations, sources, trunkmains, water mains and more. I also handle, among others, reporting for the bureau’s tasks, relationswith authorities and other entities of RAJA S.A., coordination of activities with the Consultant.

I led a Project Implementation Unit (PIU) made up of 44 professionals in preparing one the most ambitious water and wastewater projects ever to be submitted to the European Commission (EC) with an estimated cost of 500 million Euros (VAT excluded). This meant coordinating the activity of the PIU, support bureaus of RAJA S.A. (Legal, Procurement, Financial, Monitoring etc.) and the Consultant hired to prepare the Feasibility Study, EIA, CBA and Application Form. I also had to interface with the Managing Authority (MA) for LIOP, the EC’s adviser, JASPERS, and stakeholders such as local councils, county councils, government entities, press etc.

Coordinating the activity of the Projects Monitoring Bureau of RAJA S.A., Romania's largest water operator and a member of the International Water Association, I had the chance to lead a team of 6 young colleagues in monitoring, analyzing and reporting the progress of nine European funded (SOP Environment 2007-2013 and LIOP 2014-2020) projects totaling more than 290 million Euros (VAT excluded). Additional activities included preparing presentations and summaries, ensuring conformity to visual identity guidelines, participating in public procurement evaluation committees etc.

As a Grant consultant I have supervised the implementation of three PHARE projects. This experience materialized in valuable insight regarding the project cycle of an European funded action.In a consultant position I have successfully applied the practical know-how gained in my involvement with EU projects and theoretical expertise from training programs to the advantage of third party companies seeking funding. Covering a wide variety of funds, both national and European, I have written winning funding requests for different entities, ranging from SMEs to large corporations.
