    As the Director of Defense Research and Engineering for Modernization, an Assistant Secretary of Defense (ASD)-level position, Dr. Ragsdale was responsible for advising DoD senior leaders to drive department-wide innovation and to facilitate the rapid development and disruptive integration of advanced technologies to deliver vastly enhanced capabilities. He was responsible for unifying and advancing the investment and capability analysis of the Pentagon's modernization priorities, including Artificial Intelligence; Autonomy; Biotechnology; Cyber; Directed Energy; Fully Networked Command, Control, and Communications; Hypersonics; Microelectronics; Quantum Science; and Space. Dr. Ragsdale supervises the 11 Principal Directors for each of those modernization priorities areas. These formally-designated Senior DoD Officials are charged with coordinating all DoD research and engineering activities in their respective areas of responsibilities, including the development and continuous refinement of technology and capability roadmaps, funding strategies, and technology transition plans. They are also responsible for preparing detailed annual assessments and coordinating DoD research and engineering activities with international, interagency, and private sector organizations.

Oversaw the development of 12 new graduate and undergraduate cybersecurity courses, a 150% increase since 2015. Established and led the creation of the Texas A&M Cybersecurity Club. Led the effort for A&M to gain designation by the NSA and DHS as a National Center of Academic Excellence for Cyber Defense Education and Research and for Cyber Operations. The unit was responsible for the base defense and base operations missions for the Victory Base Complex (VBC), the largest coalition base in Iraq with over 20,000 military and civilian personnel. Major duties included management and development of the VBC master plan, civil works projects, and management and oversight of facilities. Serves as the senior military liaison with KBR (a Halliburton subsidiary), the principal provider of logistics support to coalition forces.Notable accomplishments: Devised and implemented plans and procedures that resulted in significantly enhanced force protection. Despite significant increases in insurgent activity across Iraq, there were no recorded casualties on VBC during this period. Devised innovative strategies for contractor support that resulted in significant reductions in the number of soldiers required for non-military tasks.
