I manage a dedicated staff of over 40 Park Rangers, Craft Specialists, Gardeners, and seasonal Field Staff that provide excellent stewardship and customer service at 10 regional parks in the Richmond/Berkeley/Oakland Hills. My span of control includes 7 Supervisory staff and an annual operating budget of $5 million. I have direct responsibility for maintaining safe, clean, high-quality park and recreation facilities, including RV and primitive campgrounds, picnic areas, the Lake Anza Swim Complex, an extensive botanic garden of California native plants, and several hundred miles of unpaved and paved trails. I oversee management of plant, wildlife and historic resources on over 11,000 acres of developed and undeveloped park areas, in a diverse setting that includes oak/bay, redwood, pine and eucalyptus forests, open grassland and shrub land. I oversee concessionaire operations for the Tilden Park Golf Course, Piedmont Horse Stables, Chabot Equestrian Center, Skyline Stables, the Redwood Valley (scale model) Railway, the Golden Gate Live Steamers, the Tilden Park Carousel, and four cattle grazing lessees.I maintain close and cooperative working relationships with Park Police, Fire Department and Maintenance and Skilled Trades staff, to ensure there is effective law enforcement, fire prevention, emergency response and functional park facilities for our park visitors.

Manage park ranger staff; oversee operations, budget, planning and development of County Parks in Solano County. Facilities at 4 parks under my supervision include 2 campgrounds, 2 picnic areas, 3 boat launches, fishing pier, and 1,039-acre open space with 10 mi. of trails.Oversaw design, permitting, construction, scheduling and consultant management of over $3.1 million in park access projects, including new trails and parking, infrastructure repairs and interpretive facilities. This included the $2.5-million, grant-funded, Lake Solano Nature Center which interprets the native aquatic life of Putah Creek.Led the development of a region-wide, strategic parks marketing plan, which included public surveying and development of a logo and brand messagingAdministered a grant program distributing $1 million in competitively awarded grants to local agencies for wildlife habitat projectsPrepared successful grant submittals for $250,000 in grants to fund park public access improvements, interpretive exhibits and a volunteer docent programOversee operations and programming for 3 campgrounds with a total of 100 sites (RV, tent and group camping), shoreline beach, 5,000-square foot Nature Center, 2 motorized boat launches, picnic sites, 10 miles of trails and a fishing pier, located on over 1,200 acres of grassland, oak savannah, open shoreline, marsh and riparian habitats.Present budget requests and resolutions to a County Board of Supervisors and County Park and Recreation Commission. Oversaw the development of Solano County’s “Ranger Safety and Use of Force” policies for law enforcement duties of Park Rangers, and a Ranger Operations Manual. Currently developing and overseeing a training program for the Park Rangers in ranger skills and park interpretation skills.Oversee monthly monitoring and preparation of annual water quality reports to California Department of Public Health for transient water distribution system at Lake Solano County Park.

Conducted public review processes and public meetings.Led planning efforts to improve public access opportunities at a major regional park system during period of expansive growth following passage of voter-approved bond measurePrepared 6 park plans for regional open space parks, including site master planning for regional trails, parking and other public access facilities.Prepared several dozen resolutions and background material for elected Board of Directors. Made PowerPoint presentations to the Board and responded to questions during the public session.Administered two Proposition 218-approved landscape and lighting districts, and assisted with preparing grant applications for land acquisitions.Assisted in developing a coherent policy message supporting the livestock grazing program in public open spaces, which is now the standard message used in park plans for future regional parks.Served as point person for state and federal legal guidelines regarding Native American and historical archaeological sites and historic buildings that were encountered during construction activities.Managed two salvage retrieval projects for skeletal remains from two Native American burial sites that had been inadvertently disturbed. This work involved coordination with a Native American, "Most Likely Descendant" and the County Coroner, an extensive process of site recordation, and the appropriate excavation and treatment of the skeletal remains.

Conducted environmental planning and review for over 100 park improvement and maintenance projects in regional parks and open spaces. Experience with National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), state and federal endangered species acts, state and federal cultural resource protection laws, and Native American consultation procedures.Managed a $200,000 native vegetation restoration project at an abandoned gravel quarry, which was being transformed into a park. This included extensive staff coordination, hiring and managing of a landscape architect, preparation of bid documents, and overseeing the plant and irrigation installation.
