The Judge Advocate General'S Legal Center And School

Led the Army Judge Advocate General’s Training Developments Directorate, responsible for training analysis, leveraging training technologies, and developing products and support materials for resident, non-resident, and distributed learning programs used in the professional development of all Army JAG military and civilian employees. Supervised a staff of fifteen personnel in designing and implementing innovative training technologies.

Assisted the Training Developments Director in developing legal training products for resident, non-resident, and distributed learning courses for the Army JAG Corps and across the Army. Primary action officer responsible for the Army Judge Advocate General’s successful strategic initiative to standardize legal content in resident and non-resident training courses throughout the Army. Led a staff of fifteen highly-specialized civilians, enlisted personnel, and contractors.

Praised for providing clear and concise ethics advice to the Commanding General and staff. Responsible for all the legal affairs of the U.S. Army in Latin America and the Caribbean. Responsible for legal support across the full range of legal disciplines, including Military Justice, Claims, Legal Assistance, International Law, Administrative and Civil Law, including Contract, Fiscal, Labor, Environmental, and general installation and personnel law. Led, supervised, trained, and professionally developed a team of over twenty officers, enlisted Soldiers, and civilians. Served as the primary Command Ethics Counselor.

Miami/Fort Lauderdale Area

Served as an International Law (2009-10) and then Administrative Law (2010-12) Attorney. Principally responsible for advising the Commander and staff on all international law issues, including during the U.S. Government’s response to the devastating earthquakes in Haiti in 2010 (Operation Unified Resolve). As an Administrative Law Attorney, advised primarily on Ethics, Government Information Practices (FOIA and Privacy Act) and investigations, including serving as the Primary Legal Advisor to an extremely high-profile investigation of the Summit of the Americas in Cartagena, Colombia in 2012. Served as the “go to,” staff attorney for complex administrative law matters.

Served as the Command Judge Advocate (Supervisory Attorney) for a Special Operations Task Force deployed to Iraq. Supervised five Attorneys and five Paralegals delivering legal services to the Commander and Staff, including two Army Special Forces battalions and two Navy SEAL teams. While deployed, supervised legal matters for non-deployed elements at Fort Campbell Kentucky.

My primary duty in this role was to serve on a multidisciplinary legal team which gathered legal lessons learned from military attorneys and Paralegals returning from the initial stages of the U.S. military intervention in Iraq (2003) and Afghanistan (2001). I served as the chief editor for the widely-read legal compendium "Legal Lessons Learned from Afghanistan and Iraq: Volume I Major Combat Operations," and I taught classes for legal teams preparing for deployment, based on the documented lessons learned from earlier deployments.
