My main interests these days lie within digital health sector and in growing my practice as executive educator and mentor. I've served in number of senior management roles in public sector, private sector corporations and non-governmental organisations over 20+ years. Some of the highlights include twice being a government minister in Latvia, management team member of Swedbank Latvia, the largest retail bank in the country, and Board Member of the Latvian Chamber of Commerce, the largest organised business body.A parallel track to executive roles has been an international consulting and teaching practice, working with governments and businesses across the Baltics and Eastern Europe. Another important part of my career has been contribution to advocacy and NGO sector, e.g. co-founding Latvian Startup Association "Startin.lv" and successfully lobbying for a groundbreaking Startup Support Law. I have been a prolific public speaker at conferences and moderating events on technology, startup policy, economic development, business strategy, political risk and related topics. Key achievements: - Getting of the ground digital health policy in Latvia - now a Digital Health Strategy is approved and Digital Health Centre established- Overcoming Covid 19 pandemic and successful vaccination roll-out in Latvia - Contribution to improved OECD compliant SOE governance system- Contribution to Moldova's EU integration (support to implementation of DCFTA) - Latvian energy sector reforms, natural gas market liberalisation, implementation of BEMIP, withdrawal of misguided renewable subsidy schemes- Creation and implementation of National Industrial Policy (as in Rodrik and Hausmann)- Co-founding Latvian Startup Association "Startin.lv", drafting of lobbying for industry leading Startup Law, Startup Visa and share options regulation- Development of public affairs function at Swedbank Latvia in the aftermath of the Great Financial Crisis- Organizational transformation of the Latvian Chamber of Commerce and Industry into a bottom-up representative business body- Institutional and governance reforms in the Latvian culture sector (2003-2006)My specialties and interests include: - Digital and AI transformation, innovation management- Digital health and healthcare reforms- Corporate and public sector governance- Organizational transformation, change management and leadership- Strategic and policy planning- Stakeholder management and public affairs- Negotiation, alternative dispute resolution

Minister Of HealthThe Ministry Of Health Of The Republic Of Latvia Jan 2021 - Dec 2022Riga, LatviaI took over the role of the Minister of Health in the midst of Covid-19 Pandemic in January 2021. My job was to enable the health sector in Latvia to endure the pandemic and to rapidly scale up Covid-19 vaccination roll-out. We have managed to achieve both - Latvian health system, albeit one of the least funded in the OECD, has weathered the pandemic without major break-down and come out stronger. As a consequence of a large-scale vaccination campaign, mobilizing resources of the entire health sector, Latvia came out as Nr. 1 among Central and Eastern European countries in terms of completed primary Covid vaccination with coverage of 69% of the total population. In the four years that my party colleague Ilze Viņķele and myself have been in office, Latvian healthcare system has seen a substantial budget increase of about half a billion euro, including an unprecedented salary increase for medical staff. Despite my time in office being primarily in crisis management mode, we have developed a comprehensive set of reforms for the sector: - Digital Health Ecosystem strategy and implementation plans- Primary health care system reform- Hospital system management reform- Health infrastructure improvement project portfolio >700M EUR- Proposals on improving access to medicines- Strengthening of patients rights and healthcare- Plans for further improvement in treatment of Mental diseases, Oncology, Rare diseases etc. -
