CurrentCounsel the Federal Reserve Bank of Boston on establishment and implementation of the Bank Term Funding Program (BTFP) created in 2023 to help assure banks have the ability to meet the needs of all their depositors.Counsel the Federal Reserve Bank of Boston (FRBB) on implementation, operations, and enforcement actions in connection with the Main Street Lending Program (MSLP) and the Money Market Mutual Fund Liquidity Facility (MMLF), both established by the Federal Reserve in response to the COVID-19 pandemic.Represent the FRBB in oversight and investigations of the MSLP by the Special Inspector General for Pandemic Recovery (SIGPR), Office of Inspector General (OIG), Congress, and Government Accountability Office (GAO).Counsel on legal and policy issues related to bank supervision, regulation, payment systems, financial stability, and systemic risk, including bank mergers, discount window and 13(3) emergency lending, safety and soundness, consumer protection, and permissibility of fintech and other novel bank and holding company activities.Counsel on applications and supervisory matters relying on in-depth experience with the Bank Holding Company Act (BHC Act), Home Owners' Loan Act (HOLA), Change in Bank Control Act (CIBCA), Federal Reserve Act (FRA), Dodd-Frank Act, CARES Act, and the Uniform Commercial Code (UCC).Counsel on legal eligibility for Federal Reserve master accounts.Advise bank's discount window lending and credit risk management functions on issues relating to collateral eligibility, perfection, and enforceability. Counsel Boston Fed team working on technical feasibility of a central bank digital currency (CBDC) in partnership with MIT.Since late 2021, advising bank on ethics related issues and implementation of reforms to ethics rules.
