Governor'S Chief Legal Counsel
Shortly after the 9-11 attacks, I was asked by Governor Mitt Romney to lead the 600-lawyer executive branch legal group—supplemented by 130 law firms. I was part of the executive team that transformed a $3 billion deficit to $1 billion surplus in just two years. I also:• Oversaw drafting of all the Governor’s legislative initiatives, as well as statewide implementation of historic regulatory changes related to post-9/11, marriage equality, and more. • Broke 20-year stalemate in litigation over new runway for Logan Airport, bringing the parties to the bargaining table to allow the infrastructure project to move forward.• Initiated law allowing state lawyers to work across agencies, leading to reduction of outside legal spend, improved bargaining power with vendors, and increased professional development.• Initiated creation of first “Virtual Law Office” website—connecting and coordinating lawyers throughout state government—as well as first annual education conference for lawyers and first recognition awards.• Equalized collection of mandatory fees, eliminating favoritism by courts—which collected just $.05 per dollar in wealthy jurisdictions but $0.66 in the poorest jurisdictions—and raising $50 million per year in non-tax revenue.• Developed best practices for appointment of state judges and clerks and worked with judiciary to train judges on changes in law.
Judge
After initial appointment by Gov. William Weld, I was appointed by Chief Justice Samuel Zoll to multiple overlapping roles as a state judge. At the time of my appointment, I was the youngest judge in the state. I was initially assigned to Brockton during open warfare between gangs selling crack cocaine, with exhausted judges facing impossible load of 45 trials scheduled per day. Bringing an efficiency mindset to the judiciary, I helped institute massive reforms—turning around a court division headed into receivership into a model for best practices. I also presided over 600+ civil and criminal proceedings.Sample Impact in Forward-looking Efficiency and Modernization• Invented Smart Calendar, reducing expense and delay of civil litigation by allowing 80% of civil jury trials to start on first date selected by counsel. Recognized with two national awards and implemented statewide.• Helped pioneer use of video conferencing technology in state courts, as well as helped plan and rollout the state’s first Trial Court Website. • Freed civil staff from docketing discovery, redirecting time reclaimed to hold case management conferences—increasing civil settlement rate to 50% and further reducing burden on overworked trial judges. • Shifted from traditional calendar call system to more efficient system of having parties complete a Certificate of Readiness to have cases called—reducing time wasted by court and parties.• Eliminated 2700-case backlog of criminal docket by merging criminal trial docket with simpler probation hearings, with swifter criminal justice system leading to reduction of violent crime in Brockton.
